14.04.2005 Changing priorities The EU delegation headed by European Commission Director for Eastern Europe Hugus Mingarelli visited the Chechen capital yesterday. According to the Russian daily Kommersant, pro-Moscow Chechen “authorities” made it clear to the guests they were expected to do more than just offer humanitarian aid. Europeans promised to direct money to restore the republic’s social sphere. «The main goal of our mission at the North Caucasus is to consider the possibility of transition from providing humanitarian aid to assistance in economic restoration of Ingushetia," Mingarelli said. He added that the EU would continue to offer humanitarian aid, although, they «would like to help the process of economic restoration of North Caucasus outside the limits of the aid." Haters of Dzhohar from among toadies, serving to Russians, spitefully hissed: he will never say goodbye to his presidency, even when the Chechen Republic becomes a conventional independent state. Certainly, Russian lackeys took these words in the spirit, reflecting their own world outlook poverty, stuck to the authority thrown to them by the Kremlin owner like a bone to dogs, and being Judas silver coins - the payment for treachery. Chechen extremism: real threat or an artificial problem? Timur Aliyev GROZNY, Chechnya - The dominant image of extremism in Chechnya is imposed externally rather than actually existing within the Republic. This was the idea presented during a meeting of public figures and Chechen students on April 15 in Grozny. Discussions centered on two viewpoints: first, because extremism has already taken root in Chechnya it is necessary to eradicate it; and secondly, that this is a problem being artificially imposed upon the country. According to political scientist Edilbek Khasmagomadov, "A huge part of Chechen society feels deprived, and this part of society is a breeding ground for extremism." April 26 (Interfax) - The head of the Russian delegation to the Parliamentary Assembly of the Council of Europe (PACE) and the chairman of the Russian State Duma international affairs committee, Konstantin Kosachyov, said he was astounded by a statement by PACE member Andreas Gross that Chechen separatist emissary Akhmed Zakayev might take part in a roundtable discussion on Chechnya, which should be convened by the end of 2005. "Zakayev is a person wanted by Russia on suspicion of involvement in terrorist attacks, and our country has raised the issue of his extradition. If Zakayev proves that he is not involved in terrorist attacks and confirms that he is willing to take part in the settlement process in the Chechen Republic following the Russian law and the Chechen constitution, he would certainly be able to participate in the discussion ... >> full
