Please allow me to express my sincere thanks for the opportunity to speak from this podium. I would like to bring one important message to the attention of this conference. My nation is one of the most ancient in the world. The Caucasian race takes its name from our ancient ancestor Caucas. Our nation’s mindset rejects violence. Another feature of this mindset is respect for other people and this is why the Chechen people have never known class divisions or wars of aggression. This is a remarkable fact of our history. THE EUROPEAN PARLIAMENT SETS UP A FACTION FOR CHECHNYA'S INDEPENDENCE

As previously reported, a Conference on Chechnya was held in the European Parliament on 17 March. The conference was chaired by a European MP Tadeush Mazoevski. Members of the European Popular Party in charge of organising the conference who included among others the former president of Lithuania Vitautas Landsbergis came to the conclusion that the only way to achieve a final settlement of the Chechen conflict is by granting independence to Chechnya. In order to achieve this goal the participating MPs are planning to set up a special parliamentary group ‘For the Chechen people’s right to self-determination’. As previously reported the head of the ChRI Foreign Ministry Usman Ferzauli made a presentation at the conference on behalf of the ChRI Government. The Chechenpress are in the process of setting up an interview with Mr.Ferzauli.

On February 23 Grozny remembered the Pskov paratroopers. A Soviet-style subbotnik [voluntary cleaning and tidying] was performed on the street that has been renamedin their honour, and then flowers were laid at the obelisk on which the names of the victims are inscribed.

The eventwas attended by representatives of the Chechen city administration and members of the Young Guard, a youth organization of the pro-Kremlin United Russia party. Kadyrov Youth Group Makes Appearance in Chechnya

Kavkazky Uzel reported on March 11 that a group it described as “Yunykh Kadyrovtsy”—the Young Kadyrovites—has appeared in Chechnya’s grammar schools. According to the website, Chechen television on March 10 showed an entire class in a school in the village of Novogrozny joining the group in a ceremony similar to the one that was used for joining the Young Pioneers during the Soviet period. As described by Kavkazky Uzel, a banner of the republic was brought into the class, after which the students declared: “In the face of my comrades, I solemnly swear: I will devote all my strength, knowledge and intellect to [the] cause of serving the Motherland! I will always fulfill the laws of the kadyrovtsy!”

Strasbourg Court Again Rules Against Russia in Chechen Case

The European Court of Human Rights ruled on March 12 that Russia must pay damages to the families of 13 Chechens presumed dead after being abducted during armed raids in Chechnya between 2001 and 2003, the Associated Press (AP) reported. The Strasbourg-based court said Russia was responsible for the men’s disappearances and should pay damages and court fees totaling around 531,000 euros (around $679,000). The rulings came in connection with three cases involving 35 relatives of the missing men. The court said evidence presented by the families “established beyond a reasonable doubt” that the men “had to be presumed dead,” because the Russian authorities failed to present proof to the contrary.
