MosNews: Turkish Citizen Gets 23 Years in Jail for Attacks in Chechnya

Chechnya’s supreme court on Monday sentenced a Turkish man to 23 years in prison for carrying out attacks against civilians, police and Russian soldiers in the restive Caucasus state, Interfax reported.
Ali Soytekinoglu was accused of having taken part in “five attacks against civilians, members of the forces of law and order and Russian soldiers as well as an attack killing 14 police,” prosecutor Ivan Sydoruk said.
He was trained in Georgia and crossed the border into Chechnya with a group led by guerrilla chief Ruslan Gelayev, Sydoruk said.
Russia has accused Turkey on several occasions of turning a blind eye to Chechen militants on its territory.
The Chechen struggle for independence enjoys widespread support in Turkey, particularly among Islamists and immigrants from the Caucasus region.

Kadyrov building new “vertical of power” in Chechnya

CHECHNYA – On becoming head of the republic on March 2 Ramzan Kadyrov has begun to strengthen his “vertical of power”. In several days, serious changes have taken place in the leadership of the republic, affecting not only the top-ranking officials but also the middle-ranking ones.

On March 5 Ramzan Kadyrov dismissed Rizvan Tantalashev, head of the local administration in Chechnya’s mountainous Vedensky district,  and Shamil Magomayev, chief of the Vedensky district police. Tantalashev was made an adviser to the Chechen president, while Magomayev became deputy head of the republic’s ministry for emergency situations (MChS). Businessman Ali Simbarigov became the new Vedensky district head, and Rasul Isayev, ex-commander of the Naursky district patrol post service (PPS) replaced Magomayev as chief of police.

Refugees from mountain villages of Chechnya fear to return home

After 1999, an incessant mass outflow of people from mountain villages of Chechnya continues. However, life conditions for them in the plain are the heaviest.

Local officials would not provide registration to people who try to escape from the war. Therefore, the so-called internally displaced persons (IDPs) live in constant fear for themselves and their homes.

The hill-men would like to return to their houses, but they cannot, since shelling still continues in the mountain areas of the Republic. Lack of safety is the major factor of permanent outflow of people from the mountain villages of Chechnya. In their turn, the military leaders deny the facts of shelling on dwelling settlements.

Chechen police salaries cut

CHECHNYA - Service in the Chechen police force is losing its popularity and attractiveness. The reason for this is a sharp cut in police salaries. Men who in earlier, more troubled years earned monthly salaries of 20,000 or 30,000 roubles will now take home 10,000 roubles at best.

This decision by the Russian Interior Ministry is connected with the fact that the situation in Chechnya has stabilized, and there is therefore no need to spend huge sums on the maintenance of public security in the country.
