As previously reported with reference to a KC source, a former head of the Sharia Court of the CRI, who lives abroad for many years and who previously held the position of the Wakil (head) of the Caucasus Emirate general mission abroad, Shamsuddin Batukayev, denied Kadyrov's allegations that he intends to return to Chechnya, and reportedly asked him to prepare necessary documents for it.

MOSCOW - A cable from the U.S. Embassy in Moscow to the State Department in Washington, one of the recent WikiLeaks documents, details how Russian generals stole millions of petrodollars and laundered the money during the Russian occupation of Chechnya. 
 

The cable is dated May 30, 2006. Information in the cable, dating to the early 1990s, had been made public in at least one book before WikiLeaks published the State Department cable.
 
The cable says that the lack of central control by Moscow over the military, as well as officers' greed, may have been a prime cause of the first Chechnya War.
 
Immediately after the collapse of the Soviet Union, energy prices in the part of Eastern Europe known as the "ruble zone" were only three percent of world market prices.

Chechen Woman Hails European Court Ruling Against Russia

KATYR-YURT, Russia -- A Chechen woman has welcomed a ruling by the European Court of Human Rights that awarded her and more than two dozen others record compensation for a deadly Russian air raid on their village, RFE/RL's North Caucasus Service reports.

On December 2, the Strasbourg-based court ruled that Moscow should pay Marusya Abuyeva and 28 others 1.72 million euros ($2.2 million) over the deaths of 24 of the applicants' relatives in the February 2000 raid on the village of Katyr-Yurt.

The court ruled that there had been a violation of right to life and right to an effective remedy in what hit called Russia's failure to investigate the "indiscriminate bombardment."

Abuyeva told RFE/RL she was happy with the ruling, saying that Russian authorities had not responded properly to their demands for a full investigation.

The father of Umar Israilov, the former bodyguard of the Chechen President, Ramzan Kadyrov, who was murdered in Vienna in January 2009 after accusing Kadyrov of torture and giving evidence against him to the European Court of Human Rights, is expected to testify today (October 3) in a Vienna court at the trial of three men accused of killing Israilov. According to the Kavkazsky Uzel (Caucasian Knot) website, it is expected that Sharpudi Israilov, who spent about a year in a secret prison in Chechnya after being incarcerated by Chechen authorities trying to force his son to return to the republic, will tell the court about those prisons in Chechnya and name the people who tortured him (www.kavkaz-uzel.ru, December 3).
