Kyrgyz, Chechen NGOs Receive French Award

PARIS -- The Kyrgyz nongovernmental organization Citizens Against
Corruption is one of the winners of the French Liberty, Equality, and
Brotherhood Award for 2009, RFE/RL's Kyrgyz Service reports.
Tolekan
Ismailova, the NGO's chairwoman, told RFE/RL that she will participate
in the ceremony in Paris today, which French Foreign Minister Bernard
Kouchner is due to attend.
Ismailova's NGO received the award
for its activities in defense of human rights and for its project
"civic journalism on behalf of vulnerable people."
The
prestigious French award will be given to five NGOs this year: Citizens
Against Corruption (Kyrgyzstan), Network (Palestine), the Center for
Legal and Social Studies (Argentina), Children's Voice (Nepal), and
Save the Generation (Chechnya).

Chechen Activist's Killing 'Not Connected To Her Work'
Prosecutors in Chechnya say the killing of a prominent human rights
activist in August was not connected to her work, RFE/RL's Russian
Service reports.
The
bullet-ridden bodies of Zarema Sadulayeva and her husband, Alik
Dzhabrailov, were found in the trunk of their car hours after the
couple was abducted in the Chechen capital, Grozny.
Viktor
Ledenev, chief of the Investigative Committee of the
Prosecutor-General's Office in Chechnya, said the target of the attack
was Dzhabrailov.
He said the investigators had evidence
showing that Sadulayeva had not wanted to leave her husband alone and
chose to stay with him.
Ledenev also said Dzhabrailov had once fought against Russian federal troops before deciding to quit the insurgency.

Islamist Militants Claim Responsibility For Deadly Russian Train Bombing
(RFE/RL) -- A website linked to Chechen separatist fighters said today
that it has received a letter from Islamist militants who claim
responsibility for the bombing of a Russian express train last week that killed 26 people.
The
statement says the November 27 bombing of the "Nevsky Express" -- a
luxury train that runs between Moscow and St. Petersburg -- "was
prepared and carried out" on the orders of Doku Umarov.
Umarov
is the self- proclaimed leader of the Caucasus Emirate that has sought
to unite militant Islamist groups in Russia's North Caucasus and
establish Islamic Shari'a law in the region.
