Panel Cites Abuses in Chechnya Publication time: 25 November 2006, 21:05 A U.N. anti-torture panel said Friday it had credible reports of unofficial detention centers, abuse and disappearances in Russia's restive southern province of Chechnya. In a 12-page report on Russian compliance with a global ban on prisoner abuse, the U.N. Committee Against Torture said it had "reliable reports of unofficial places of detention in the North Caucasus," where security forces are trying to quell Muslim separatists. The committee, comprised of 10 independent experts, said it had learned of "allegations that those detained in such facilities face torture or cruel, inhuman and degrading treatment." Russian officials have disputed abuse accusations in the past. The U.N. committee's report also highlighted "numerous, ongoing and consistent allegations that abductions and enforced disappearances" in Chechnya were carried out by government officials or with their consent and that perpetrators went unpunished. SCANDAL AROUND LITVINENKO’S POISONING MUSHROOMS KABARDINO-BALKARIA REBELS VOW TO RENEW ATTACKS KADYROV’S CHECHEN NETWORK IN MOSCOW MOVLADI BAISAROV KILLED IN MOSCOW At first glance, Chechen Prime Minister Ramzan Kadyrov’s position in the republic’s hierarchy was strengthened significantly on November 18, when one of his most vocal opponents, former Gorets special forces unit leader Movladi Baisarov, was shot and killed in Moscow. It is possible, however, that the audacious elimination of a political rival on the streets of the Russian capital will come back to haunt Kadyrov. Large-scale restoration work on buildings is at present continuing in Grozny. In the city’s central section alone, 87 municipal houses are being restored.
