The ban on candidates advocating Chechen independence in the November 27 parliamentary elections will mean the assembly will be powerless to bring peace and stability to Chechnya, analysts believe.

Only independent candidates and representatives of political parties who accept that Chechnya is part of Russia have been registered to contest the poll - the third such ballot since the early Nineties - with the pro-Kremlin United Russia party expected to come out on top, underlining Moscow’s grip on the territory.

Despite widespread scepticism over the value and validity of the poll, candidates seem genuinely to believe that the electoral process has been fair and that the new assembly will improve the quality of life for ordinary Chechens.

Six years after Grozny was blasted to smithereens on the orders of Vladimir Putin, the Russian President, it was claimed that the separatist-minded people of Chechnya now support the man who commanded the almost total destruction of their capital.

Chechnya's Moscow-backed government said that a majority of Chechens voted for Mr Putin's symbolically named United Russia Party in the first parliamentary elections to be held there since 1999, when Russian troops entered the republic for the second time in a decade.

Protected by hundreds of special forces troops, and a wall of blast-proof concrete, Chechnya's Moscow-backed president, Alu Alkhanov, was told by aides that preliminary results from Sunday's election indicated that United Russia garnered more than 60 per cent of the vote with a turnout of a similar level.

The Human Rights Centre Memorial says that, counter to expectations of the human rights defenders who had predicted relatively high attendance in Grozny in connection with possible support of candidates by their relatives or fellow villagers, attendance in the capital of Chechnya was much lower than in the previous elections. "All day long, the usually busy centre of the capital remained empty; the chairmen of commissions at all polling stations visited by Memorial officers also complained about low activity of voters," says a press release mailed to Caucasian Knot.

Conference on Justice in Chechnya

The Conference: "Countering Violence and Creating Justice in the Caucasus"

organized by the Green-EFA group in the European Parliament and the Chechen World Congress...

The aims of the conference are:...

1) to restore justice in Chechnya and the Northern Caucasus: tostrengthen the rule of law by trying those suspected of war crimes andcrimes against in court and to stimulate reconciliation;

2) to collaborate in ending the armed conflict and the violation ofhuman rights in the Northern Caucasus;

3) to rehabilitate victims of the large-scale violence.

Tasks of the conference:

Aim 1

Taking the extent of the destruction and the degree of violations intoaccount, the Conference will examine the different possibilities topursue justice for the Chechen Republic.
