VIENNA, Nov 19 (Reuters) - An Austrian court wants Chechen President Ramzan Kadyrov to testify by video link about an exile's murder in Vienna last year during a botched kidnapping which authorities suspect the Kremlin-backed leader of ordering.

Judge Friedrich Forsthuber asked on Friday the lawyer for Otto Kaltenbrunner, one of three men on trial for the killing, to check whether Kadyrov would be prepared to testify by video conference, the national Austria Press Agency reported.

Kaltenbrunner, who told the court he had been close to Kadyrov since 1998, has denied any involvement in the murder of Chechen exile Umar Israilov during the botched kidnapping.

Chechen Villagers Plan Protest Against Police Brutality

ACHKHOI-MARTAN, Russia -- Inhabitants of the Chechen village of Achkhoi-Martan southwest of Grozny plan to hold a protest against police brutality on November 20, RFE/RL's Russian Service reports.

The villagers plan to protest the detention, torture, and killing of local people by Chechen police and security forces and to adopt a petition to Russian President Dmitry Medvedev urging him to put an end to "lawlessness" in Chechnya. 

Chechen human rights activist Ruslan Kutayev told RFE/RL that he escaped detention last week as he was in Moscow when several armed masked men in military uniform forced their way into his house in Achkhoi-Martan on November 12 searching for him. 

Kutayev said the attempt to detain him was connected with his efforts to solve "crimes committed by the Chechen Interior Ministry forces in Achkhoi-Martan."

YESSENTUKI, Russia, Nov 19 (Reuters) - President Dmitry Medvedev said on Friday that Russia had failed to curb violence in the mainly Muslim North Caucasus, highlighting the Kremlin's struggle to contain a spreading Islamist insurgency. A decade after Moscow drove separatists out of power in the second of two wars in Chechnya, the North Caucasus is plagued by near daily violence, where poverty-stricken youths fueled by jihad (holy war) want to carve out a separate, Islamic state.

"We must frankly admit that it (situation) has practically not improved," Medvedev told the Kremlin's envoy to the North Caucasus, Alexander Khloponin, as well as a slew of officers from the police and the Federal Security Service (FSB), the successor to the KGB.

Chechen leader accuses Georgia of supporting terrorism again

Chechen leader Ramzan Kadyrov accuses Georgia of supporting terrorism again. He told media on Sunday that a search is underway in Chechnya for a militant with a  Georgian passport.

Kadyrov said the militanst has been accused militant has been linked to several crimes, including murder.  

He also said wanted  criminal was  born in Georgia and is  a 
citizen of that  country. He also speaks the Chechen  language and
entered Russia through a third country.

"This  circumstance  worries  us.  We  are  worried  that  people threatening peaceful civilians continue  infiltrating the region from  a neighboring state. It is not for me to say whether this is the result of the official policy of Tbilisi but facts cannot be overlooked," he said.

On November 4, mass protests occurred in Chechnya. Workers with the state construction firm Spetsstroi stayed off the job after not having been paid for four months, and went back to work only after they were promised that they would soon receive their back pay. According to an anonymous employee, the management of Spetsstroi was taking advantage of workers because there are practically no jobs available in Chechnya and the managers knew the workers would not quit their jobs (www.kavkaz-uzel.ru, November 4).

Thus, even under the fearsome rule of Ramzan Kadyrov, Chechens staged a muted protest action when the socio-economic well being of the people was in question.
