November 15, 2007 (RFE/RL) -- Adducing the Chechen Republic Ichkeria (ChRI ) Constitution adopted in March 1992, the ChRI parliament in exile ruled on November 6 that ChRI President and resistance commander Doku Umarov has effectively relinquished his presidential powers by proclaiming a North Caucasus emirate of which he claims to be the leader. A statement signed by ChRI parliament Chairman Zhaloudi Saralyapov and posted on November 6 on chechenews.com affirmed that the authorities of the president and government chairman now devolve upon the Chechen parliament.

Exiled parliamentarians say they are stripping militant leader of his powers after he proclaimed himself emir.

A split has opened up in the scattered Chechen separatist leadership after rebel leader Dokka Umarov declared himself "Emir of the Caucasian front", provoking a furious response from exiled Chechen politicians who say such Islamist rhetoric undermines their cause.

On November 6, members of the "parliament of Ichkeria" - the name separatists give the unrecognised Chechen republic which functioned between 1996 and 1999 before the second Russian military intervention - issued a decree saying that Umarov had exceeded his powers and was being stripped of his office, and that all authority now devolved to the parliament until new elections are held.

PRAGUE, November 11 - The fifteenth issue of the monthly Chechenskoye obshchestvo segodnya (Chechen Society Today) has been released.

This latest edition of the magazine focuses on Chechnya's links with the outside world, and the experiences and problems of Chechens living abroad.

Notable features include a report on a "movlid", or prayer ceremony, held at a Moscow hotel by the city's Chechen community on October 3 to celebrate the Muslim feast of Ramadan. The event was attended by more than 400 people.
