Kadyrov Calling for Women in Headscarves

GROZNY -- Chechen President Ramzan Kadyrov has called for all women to cover their heads with scarves, the latest in a series of his unofficial orders toughening social customs for women in the violence-wracked, mainly Muslim Russian region.

The recommendation, made by Kadyrov during a television address last week, was not a legally binding order or legislation passed by the regional parliament.

Several government institutions in the capital Grozny, however, including the main government-owned publishing house, posted signs earlier this week forbidding women without headscarves from entering, and guards were enforcing the rule.

Human rights activists reported that at least two universities had also barred women without covered heads from attending classes.

"Legally speaking, you can't demand that women wear headscarves, but in Chechnya, under many governments, authorities have tried to adhere to national traditions," said ...

PRAGUE, November 22 – On November 21 the Kavkaz Center web site published an official statement by Emir Dokka Umarov, the latest successor to the President of the Chechen Republic of Ichkeria (ChRI) Aslan Maskhadov, concerning the proclamation of a Caucasian Emirate. Earlier Akhmed Zakayev, who had just resigned as ChRI foreign minister, condemned Umarov for proclaiming an Islamic state and accused the Russian authorities of an attempt to divide the ChRI leadership. One way or another, by this decision of its latest ruler the Chechen Republic of Ichkeria had ceased to exist, as it has now become an administrative and territorial province (or vilâyet) that forms part of the Caucasian Emirate.

The fight announced by the head of Chechnya on moral degradation of the youth, has resulted in the fact that in higher schools, specialized secondary and ordinary schools women and girls are forbidden to attend lessons with their heads uncovered with headscarves. The Press Service of the ChRI Foreign Ministry has announced that the head of the ChRI Foreign Ministry Akhmed Zakaev handed in his resignation addressed to the ChRI Parliamentary Chairman Zh.Saralyapov. We have got in touch with the ChRI Parliamentary Press Service which confirmed the receipt of the resignation note by Akhmed Zakaev and announced that the Parliamentary Chairman would take a decision on this matter which would be made public.

The Press Service of the ChRI Foreign Ministry and the ChRI Parliamentary Press Service refused to provide any further comments.
