‘I Do Not Want Independence’In 2004, Chechnya’s president, Ahkmad Kadyrov, the face of the Kremlin Chechenization project, was assassinated and his son Ramzan took power. Ramzan went much further than his father: human-rights groups have accused him of ordering torture, abductions, and killings, both inside Chechnya and on dissidents abroad. At the same time he has brought a brutal peace to his troubled republic, introducing morality police and strict Islamic dress codes. Insurgency-related violence continued across the North Caucasus this past week, most notably in an attack on the Chechen parliament, as observers continued to discuss the apparent split within the ranks of the North Caucasian rebels.
A policeman and his brother were wounded late yesterday (October 21) when unidentified gunmen fired on them at the Komsomolsky state farm in the Dagestani city of Kizilyurt. The policeman was shot in the arm and not seriously wounded while his brother was seriously wounded in the stomach. The attackers escaped (www.newsru.com, www.kavkaz-uzel.ru, October 22).

There has not yet been any claim of responsibility for this morning's suicide attack on the parliament building in Grozny. But there can be little doubt that it was planned and carried out by the same group of veteran Chechen field commanders who were responsible for the equally audacious attack seven weeks ago on Chechen Republic head Ramzan Kadyrov's home village of Tsentoroi, in which up to 15 of Kadyrov's men were killed. The August 29 raid on Tsentoroi included a squad of 10 suicide bombers. According to Russian media reports, this morning's attack was the work of three, possibly four fighters, including at least one suicide bomber. Vienna, October 12 – Two moves on the Chechen political scene this week – Akhmed Zakayev’s decision to defer to the Chechen militants at home and Ramzan Kadyrov’s effort to reach out to Chechens living outside the republic – could re-order the political situation not only in Chechnya but elsewhere as well. On the one hand, the decision of Zakayaev, who has led the Chechen Republic Ichkeria in emigration, to recognize the supremacy of those fighting for Chechen independence inside the republic will help unite the militants around a nationalist agenda and undermine the arguments of those who insist that Islamic radicalism has displaced ethno-nationalism among Chechens.
