Russia Seen As Snubbing European Rights Court On Chechnya

(RFE/RL) -- Activists and lawyers have seconded accusations leveled against Russia in a recent report by Human Rights Watch (HRW) in which the group alleges that Moscow routinely ignores rulings by the European Court of Human Rights, contributing to a climate of impunity in the North Caucasus.

Russia has so far paid monetary compensation and legal fees awarded by the court. But rights activists say Moscow has largely failed to adopt requested policy changes to prevent similar violations.

"The government has to pay, but it is also obliged to investigate the offenses and to eliminate the factors that made these crimes possible," Aleksandr Cherkasov, an activist with the Russian rights group Memorial, tells RFE/RL's Russian Service. Aussies Outraged Over Kadyrov's Horses

Chechen leader and horse-racing enthusiast Ramzan Kadyrov has once again provoked outrage from human rights activists -- this time in Australia -- as he prepares two of his personal horses to race in the upcoming Melbourne Cup, according to Australian press reports.

Kadyrov’s two horses are currently being trained in England, but many believe that given the Chechen president’s alleged human rights abuses, he shouldn't be allowed to enter the November race.

The "Sydney Morning Herald" reported that the federal government has said that Kadyrov will probably not be issued a visa to enter the country.

But head of the Green Party Bob Brown has called for Prime Minister Kevin Rudd to ban both Kadyrov and his horses, saying that it would be “the lowest point in Australia’s sporting history” ...

Events in the Caucasus have their own stable dynamics with the tone being set by the interests of many different actors. To our regret, Russia’s leaders do not leave room for any hopes that Russia plans to abandon its own imperial ambitions in the near future. This is a very dangerous scenario when a country has lost its ‘former glory’ and wants to regain it. To achieve this it employs old methods of pitching nations against one another: dividing them along ethnic lines, religious beliefs or interests. The result is a greater alienation among different nations of the Caucasus.

We could debate this issue ad infinitum but what is encouraging is the fact that leaders of some countries in the Caucasus courageously resist ...

To implement the ChRI Cabinet of Ministers’ Resolution №А-77 of 25.08.2009 on the basis of the documents provided by the Home Security Department of the ChRI Ministry of Foreign Affairs the Office of the ChRI Prosecutor General has initiated proceedings in the case upon an attempt to liquidate the ChRI executive.

Following the latest round of consultations between the Chairman of the ChRI Cabinet of Ministers A.Zakaev and representatives of the Russian Federation on 23 August sanctioned by the ChRI Parliament and Cabinet of Ministers and held in Oslo and London Zhalaudi Saralyapov disseminated the so-called Resolution 21-B on behalf of the ChRI Parliament in the Internet. According to this resolution all members of the ChRI Cabinet of Ministers including ChRI representatives abroad were sacked. Turkey's refusal strands Chechen commander at Saudi airport

The Chechen commander who were newly given asylum by Turkey, is waiting
for help at Jeddah airport in fear of being deported to Russia.

Returning from Umrah visit to Turkey, Chechen commander Musa Kaimov
(35), was not allowed entry and sent back to Saudi Arabia by the order
of the Interior Ministry, Turkish Cihan news agency reported.

Since his visa expired, he was not taken to Saudi Arabia as well, the
Chechen commander is waiting for a helping hand, in fear of being
extradited to Russia at the Jeddah airport.

After Russia assault, Musa Kaimov sought refuge in Turkey five years ago.
