PACE will not monitor elections in Chechnya - Davis

MOSCOW. Oct 9 (Interfax) - Council of Europe Secretary General Terry Davis voiced the Council of Europe's position on a number of problems concerning Russia in an interview with Interfax.

In particular, Davis said the Council of Europe Parliamentary Assembly (PACE) will not monitor the parliamentary elections due to be held in the Chechen Republic on November 27, as this is not within its purview.

PACE does not monitor regional elections in Council of Europe member-states, he said.

Davis said he personally attended a PACE Bureau meeting on October 3 whose participants decided to dispatch several people to Chechnya to observe the voting process, although they will not enjoy official international observer status. He said it is a decision of which he approves.

People in the North Ossetian town of Beslan and the whole Russia commemorated the September 2004 school hostage tragedy and mourned its victims.

September 2

Representatives of the Beslan Mothers Committee and relatives of the victims of last year's Beslan school siege met with Russian President Vladimir Putin in the Kremlin to "talk openly" about the hostage tragedy and the course of its investigation which they consider protracted.

A vehicle of the Russian Interior Ministry forces was blown up in Makhachkala, the capital of Dagestan. Four people, including civilians, were killed.

September 5

A team of investigators led by Russian Deputy Prosecutor General Vladimir Kolesnikov arrived in North Ossetia to inspect the investigation of the September 2004 Beslan school massacre. The team's creation and arrival followed the September 2 meeting of the Beslan victims' relatives with Russian President Vladimir Putin.

We continue the publication "Chechen diary" of Andrey Novikov. The author - active participant of democratic movement in 80th, a member of group "Doverie" (trust). In 90th of the last century worked as the political analyst in "Literatunaja Gazeta" and a weekly journal "Vek". The unpublished notes turned into a book - a political diary of epoch of the first years of the Second Chechen war. The special attention is deserved by political forecasts of the author, the majority from which have eventually proved to be true.
