Ok. Azerbaijan is a party to the European Convention on Human Rights
since 2002. You have already circulated to the list my Memorandum with
all of the legal arguments against extradition of Chechen Refugees by
ECHR States to Russia. His lawyer must file an Emergency Request with
the European Court of Human Rights for a provisional order of protection
against Azerbaijan to prevent his extradition pending their review of
his legal arguments. Amnesty International Headquarters in London should
be open now. His lawyer should request that they issue an Urgent Action
on his behalf because of the dire threat to his life. I should be in my
office in about 2 hours if his lawyer wants to give me a call. Just

Our editorial staff has received an e-mail about an extradition threat
against a Chechen prisoner in Azerbaijan.
Here is the statement:
The Council of Chechen Refugees in Azerbaijan appeals to all
humanitarian organizations and people of goodwill.
We received an alert about Abdulla Magomedovich Abdulkerimov, a Chechen
prisoner who is serving time in a prison in Azerbaijan. Azerbaijani
authorities want to hand him over to the Russian authorities. It is no
secret how this will end for Abdulla if he is handed over. "Russian
justice” is very well known all around the world. Russian brutality and
the torture of Chechen prisoners has become the norm inside the Russian
Federation.
Abdulla Magomedovich Abdulkerimov is currently serving his sentence in
the Number 2 Prison of the Penitentiary Service of the Ministry of
Justice of the Republic of Azerbaijan. He is waiting to be handed over
to the Russian authorities.
We urge you to intervene and help in combatting this tyranny. Do not
allow him to become Russia’s newest victim.
