Press of the United Arab Emirates reported that the cousin and personal executioner of Kadyrov, Delimkhanov, could stand trial, if negotiations on an extradition treaty between the UAE and Russia are successful.
The Arab press also points out that if Adam Delimkhanov does appear before court in the UAE, the so-called "limited terms of the treaty" between Russia and the UAE will mean that the trial will take place in Moscow rather than Dubai.
Press recalled that Delimkhanov is wanted by the Interpol and that the Dubai Police chief Dhahi Khalfan Tamim has personally accused Delimkhanov in the murder of Yamadayev in March this year.
Press further reports that Russian delegation visited the UAE last week to work out a so-called "limited bilateral extradition treaty".
However, the negotiations were not concluded, say officials who took part in brokering the deal.
"Not everything is agreed," said Vladimir Kozhevnikov, trade commissioner at the Russian Embassy in Abu Dhabi.
"A UAE delegation will visit Moscow in April 2010 to continue negotiations. There are some areas in which there are differences", explained Kozhevnikov.
He also said that certain individuals in Russia could be immune from prosecution.
"I do not have the details of the case, but if Delimkhanov has immunity then theoretically he could be exempted," he added.
If the UAE government will agree to sign a "limited agreement", then Russians will not give Delimkhanov out to UAE for the court. Instead, evidence accumulated by UAE police would be passed on to Russian authorities "to act upon".
Meanwhile, according to the sources in Dubai, the UAE authorities under any agreements with Russia are not going to take the case of Delimkhanov in the archive. The problem is that Kadyrov and Delimkhanov on notions of the Arabs inflicted a grave affront to the Emir of Dubai, Muhammad Rashid. So the UAE government will pursue Delimkhanov, even if it will take many years.
