PRESS RELEASE BY THE OFFICE OF ChRI PROSECUTOR GENERAL

To implement the ChRI Cabinet of Ministers’ Resolution №А-77 of 25.08.2009 on the basis of the documents provided by the Home Security Department of the ChRI Ministry of Foreign Affairs the Office of the ChRI Prosecutor General has initiated proceedings in the case upon an attempt to liquidate the ChRI executive.

Following the latest round of consultations between the Chairman of the ChRI Cabinet of Ministers A.Zakaev and representatives of the Russian Federation on 23 August sanctioned by the ChRI Parliament and Cabinet of Ministers and held in Oslo and London Zhalaudi Saralyapov disseminated the so-called Resolution 21-B on behalf of the ChRI Parliament in the Internet. According to this resolution all members of the ChRI Cabinet of Ministers including ChRI representatives abroad were sacked. Zh.Saralyapov then assumed the control for implementing this resolution along with the powers as head of all institutions of executive power in violation of the main tenets of the ChRI Constitution and the principle of separation of branches of power.

This criminal act was committed by Zh.Saralyapov together with his accomplices, namely, with the former first deputy chairman of the ChRI Parliament Selim Beshaev and former regiment commander Ilias Arsanukaev who deserted from the front in the 1994-1996 war having surrendered to the enemy without fighting his regiment’s dislocation with all the property, equipment and ammunition.

Based on its own operational intelligence the Office of the ChRI Prosecutor General initiated criminal proceedings against the above mentioned individuals. The investigation has established criminal causes and criminal intent of the perpetrators, their connections with the Russian secret services and their activities on the Russian territory in the period since 1999 until their arrival at their European destinations.

Together with certain members of parliament citizen Zh.Saralyapov displayed cowardice, betrayed his motherland and the interests of his electorate by entering into a conspiracy with the enemy for which services he was granted a Russian foreign passport and a visa to enter the EU, as well as the sum of 10 000 US dollars. At present Saralyapov resides in the French city of Strasbourg.

Unknown to the ChRI leadership citizen S.Beshaev entered into frequent contacts with enemy representatives. Beshaev’s immediate relatives who worked in the occupation institutions established on the territory of the Chechen Republic served as intermediaries in establishing contacts with the Russian secret services. Given that frequent visits by representatives of the Russian secret services were becoming a real irritant for Western secret services the role of the liason agent in recent months has been performed by his wife.

The presence of a large vainakh diaspora in Strasbourg where S.Beshaev resided in the past, interfered with his contacts with the Russian secret service agents. This precipitated his departure for Bordeaux where he resides at present. He carries dual citizenship of the Russian Federation and France.

A former non-commissioned officer of the Soviet Armed Forces, later a senior officer of the ChRI Armed Forces, I.Arsanukaev deserted during the first Russian-Chechen war and criminal proceedings were initiated against him in 1995. After the war ended in 1996 he received an amnesty following the Decree of the ChRI President Z.Yandarbiev. At the beginning of the second Russian-Chechen war in 1999 he left the Chechen Republic and settled in France where he was granted political asylum. The investigation established that since being granted his French citizenship in 2007 I. Arsanukaev had contacts with the Russian secret services via his brother Abu Arsanukaev, former commander of the ChRI Presidential Guard and at present member of occupation institutions on the territory of the Chechen Republic. I.Arsanukaev’s contact meetings took place in Georgia, Azerbaijan and in Belarus where the last meeting took place in July this year.

In carrying out the task set by his patrons I.Arsanukaev got close to Zh.Saralyapov and requested that the latter would recommend him to the Chariman of the ChRI Cabinet of Ministers A.Zakaev to be considered for the vacancy of the ChRI State Minister. For this favour I.Arsanukaev made monthly payments of 300 Euro to Zh.Saralyapov, the fact which has been corroborated by witness statements.

In August 2009 the accused Zhalaudi Saralypov, Selim Beshaev and Ilias Arsanukaev on the initiative and with the mediation of Selim Beshaev had a meeting with the representatives of the Russian secret services of Chechen decent. It was immediately suggested that they should dismiss ‘Zakaev and his team’, as their visitor put it. For performing this service the visitor promised to pay them a huge sum of cash in Euro, which he had with him. If they refused to fulfil the task he promised that their life would be far from ‘sweet’.

It did not take long to persuade the accused who accepted the money readily. Within 24 hours the conspirators attempted to perform a coup d’etat.

Zhalaudi Saralyapov, Selim Beshaev and Ilias Arsanukaev are accussed of treason. The Office of the ChRI Prosecutor General has passed all the evidence it had on the case, namely witness statements, audio recordings with specific references to remuneration and other investigation materials to the State Committee on Religion and Sharia Law.
