The ChRI Parliament Address to the Resistance fighters

These days when the Chechen media display a clash of opinions, bewilderment and even perplexity, the ChRI Parliament considers it its duty and its direct obligation to remind the resistance fighters as well as all other Chechen citizens of the basic principles which underlie our national liberation struggle against the Russian colonial empire.

The Chechen people started their struggle against the Russian colonial expansion in the Caucasus a long time ago. The struggle has been going on for over 400 years and represents one of the longest and bloodiest national liberation struggles in the history of mankind. At times this war got quieter or would become episodic in nature but it never stopped which is a testimony to the endurance and the freedom loving nature of our people. At every stage during the many centuries of fighting against the forces of tyranny and enslavement, it was the force of Islam which had fed and strengthened the fighting spirit of our fathers and grandfathers.

Having restored at the beginning of the 1990s its state independence the Chechen people adopted a Constitution declaring Islam its state religion. At the same time, in full accordance with the commandments of the Koran one of which talks of ‘no coercion in religion’, the Chechen state declared freedom of conscience for followers of other faiths. This established a true balance between the high religiousness of our people and the civilized forms of our sovereign statehood. Thus our Constitution was beyond criticism both from the point of view of Islamic principles and from the point of view of international law.

With the recent declaration of the Caucasus Emirate a serious attempt has been made to destroy this balance. A well known group of people in which Movladi Udugov and Isa Umarov run the show are the authors of this attempt. They are directly responsible for the ideological sabotage against our people and our state in the period between the two wars which to a large degree had weakened our strength, as well as for the unleashing of the Second War which brought countless suffering and tragedies to our soil. Not satisfied with this and using religious slogans as a cover the group had managed to persuade the leaders of our Resistance to attempt to get rid of the Chechen statehood and to destroy its Constitution.

Resistance fighters and all Chechen citizens must realize that the declaration of the Caucasus Emirate this way and the wording contained in the video address by Dokku Umarov, transform our struggle for national liberation into the so-called ‘international terrorism’. Besides, this declaration strips the Resistance forces of their legitimacy and their legal status. This should not be allowed to happen. The leading Chechen alims, staunch supporters of the idea of our independence, as well as the academic alims of other Muslim nations, who empathise with our struggle, have already expressed their authoritative opinion on the issue of the declaration of the ‘Caucasus Emirate’. Their verdict is univocal – this is political sabotage aimed against our statehood and our Constitution and is an absolute evil according to the Sharia law. This sabotage in effect serves the interests of our enslavers and murderers – the Kremlin regime and the national traitors clique. Following these obvious facts the ChRI Parliament which has managed to preserve its legitimacy despite the deaths of a number of its deputies at the hands of the occupiers and despite the shameful treachery of some of the deputies, is calling on all of you who hold dear the ideas of freedom and independence of our Motherland, the honour of our presidents and our fighters, who have become shakhids, to rebut the provocateurs and to prevent the latest provocation, masterminded by this anti Islamic and anti Chechen group.
