Dear Sirs!
We do not think that you are fully aware of the real danger of the Chechen nation simply disappearing if the Kremlin continues its policy of genocide against the Chechens.
We do not think that the international legal, political and humanitarian organizations possess sufficient information about the tragic events in the ChRI in the last 10-15 years, where as a result of regular aggressive actions Russia has been carrying out the ethnic genocide – the ethnocide – of the Chechen people, crimes which are qualified by the international law as crimes against humanity. Moreover, we have serious grounds to believe that your organisations deliberately hide from the international community the full scale of the terror inflicted by the Russian army and police detachments on the Chechen civilians.
Could the present Chechen tragedy really happen without your silent consent, your political and legal inaction, your ethnic and religious prejudice against the entire Chechen nation? To our great regret this is the only way we can characterize your organisations’ passive and often biased position on the Chechen issue. Witness the rare resolutions and recommendations made by international organizations on the situation in Chechnya whose contents is counterproductive and even sacrilegious, stating without any proof that there are some positive changes in the legal and humanitarian aspects of life in the ChRI. This is at the time when there are regular cases of mass disappearances of citizens, acts of violence, torture and extrajudicial persecution at the hands of the occupying forces. The origin of such documents can be traced back to the fact that the Chechen issue has been turned into a bargaining chip and for closing mutually beneficial deals in the situation of the confrontation in the geopolitical interests of different military and political alliances and individual states in the Caucasus region.
Against this background the leadership of the ChRI has been urging government and non-government organizations of the international community for the last fifteen years to give their legal, political and moral judgement of the crimes Russia has committed on the Chechen soil.
it is not worth reminding you of the fact that this aggressor-state which has been carrying out a genocide of the Chechen nation on ethnic and religious lines is a full and permanent member of many democratic institutions of the international community which automatically makes the latter party to the negative processes taking place in Chechnya through Russia’s fault. We think that if your organisations were to admit past errors and mistakes made on the Chechen issue, this would serve as a positive impulse for the fare resolution of the Russian-Chechen conflict.
This is particularly relevant now, when the new leadership of the ChRI is ready to engage in a constructive dialogue with all interested parties and international organizations on this issue, on the basis of the ‘Pease Agreement between the Russian Federation and the ChRI’ signed on 12 May 1997.
