As we know on 21 October 2007 the Foreign Minister of the CRI Akhmed Zakaev made a statement about a major provocation planned by Moscow to undermine the legal foundation of the Chechen state.
According to A.Zakaev, the Kremlin’s criminal plan this time is to use its agents of influence and their religious rhetoric in order to persuade the CRI President to proclaim himself the Emir of the North Caucasus Emirate and to declare a war on the whole world on behalf of the Caucasus Muslims.
In Zakaev’s words, such a declaration of the Emirate, even if it is unsubstantiated, would help the Russian government to mobilise even greater forces to continue with the genocide of the peoples of the North Caucasus who increasingly stand up for their religious and national rights. The ‘North Caucasus Emirate’ is to play a similar provocative role as that of the Chechen and Dagestan Peoples Congress which had paved the way for the second Russian intervention in Chechnya. The same people who had taken part in the founding of the Congress have been involved in the preparation of the ‘Emirate’ operation’, - said Zakaev.
Following these events there was an emergency telephone conference of the CRI Presidential representatives, the CRI Honorary Consuls and leaders of Chechen diasporas, whose participants decided after a brief discussion to support the Head of the CRI Ministry of Foreign Affairs Akhmed Zakaev. They also strongly condemned the actions of all people who, in one capacity or another, act against the Chechen state and its fundamental law, the CRI Constitution. The conference participants reiterated once again the fact that at their meeting in Oslo on 6 September 2007– as though in anticipation of such developments - they spoke unanimously in support of the CRI Constitution and Parliament.
The conference participants called on the CRI President Doka Umarov to stick to the course laid down by the legendary Chechen leaders Dzohar Dudaev, Zelikhman Yandarbiev, Aslan Maskhadov and Abdul-Khalim Sadulaev, who had worked for the creation of the independent Chechen state, strictly adhering to the main laws of the CRI Constitution and to distance himself from the people who for many years have been pursuing the anti-Chechen political course.
