Statement by the Ministry of Foreign Affairs of the Chechen Republic of Ichkeria

The Government of the Chechen Republic of Ichkeria has learned of a major provocation being planned by Moscow to undermine the legitimate basis of the Chechen State.
For 17 years Russia has been trying unsuccessfully by every conceivable form of sabotage and by bloody invasions to destroy the independent Chechen State formed as a result of the freely expressed will of the Chechen People and articulated in the Declaration of National Sovereignty of the Chechen-Ingush Republic of 27 November 1990.
Neither the separation from the Republic of its Ingush part in 1991, nor the subsequent terrorist outrages preceding the war of 1994-96, nor the murder of its legitimate leaders, nor the occupation of a large part of its territory with ensuing ethnic cleansing have enabled Russia to crush the will of Chechens to be free and to have their own state based on the the statutes of the Constitution of the Chechen Republic of Ichkeria of 12 March 1992.
This time the criminal Kremlin regime’s plan is to seek to persuade the President of the Chechen Republic of Ichkeria, through its agents of influence manipulating religious rhetoric, to proclaim himself the Emir of a North Caucasian Emirate and to declare war on the entire rest of the world in the name of the Muslims of the Caucasus.
Moscow’s intention is, through such a step by Dokki Umarov, to put an end to the existence of the Chechen Republic of Ichkeria. On the one hand this is seen as absolving Russia’s leaders of responsibility for their war crimes against the Chechen people, and on the other hand, by expunging the CRI itself, as removing the inconvenient topic of Chechnya from the diplomatic and political discussions with the West, inevitable after the resolution of the Kosovo question, in respect of Russia's imminent annexation of Abkhazia, South Ossetia and Transnistria.
The proclamation of an emirate, even though it would be entirely meaningless, would help the Russian leaders to mobilise even greater forces for their genocide of the peoples of the North Caucasus, who are ever more actively demanding their national and religious rights. A “North Caucasian Emirate” is intended to play a similar provocative role to that played earlier by the Congress of the Peoples of Chechnya and Dagestan which paved the way for the second invasion of Chechnya by Russian troops. The people involved in preparing Operation Emirate on the Chechen side are the same individuals who set up that Congress.
The proclamation of an “emirate” and the necessity of fighting it simultaneously in all the republics of the North Caucasus is seen, by forming a favourable political climate, as also forwarding the Kremlin's project of enlarging regions. This provocation will additionally be exploited in the buildup to the so-called elections for the Duma and presidency in Russia, whose purpose is to ensure the survival of a criminal regime.
On the international plane, Operation Emirate will once again allow Moscow to subsume its planned murder of the peoples of the North Caucasus under the heading of a global war against al-Qaeda, reducing criticism of Russia and sympathy for the Caucasus on the part of the international community. A further flaring up of violence in the North Caucasus and the consequent deployment of additional troops are an organic part of Russia's plan to finally repudiate the Treaty on Conventional Armed Forces in Europe.
It has been discovered through reliable sources that Moscow has allocated $500 million to the planning and implementation of Operation Emirate. It has also been established that there has been a meeting between agents of the Russian intelligence services and certain representatives of the Chechen side in a third country. Under a variety of pretexts the latter have begun lobbying for the proclamation of a “North Caucasian Emirate”.
I request that the present statement be seen as a basis for prompt investigation of anti-state activity by individuals who are facilitating implementation of the Kremlin’s latest criminal plans to discredit the Chechen State and the legitimate aspirations of the enslaved peoples of the North Caucasus.
That can be no doubt that the Chechen People will have the strength to resist provocations of any kind and to defend its right to freedom and independence.
