Chechens hope for changes
As is known, style of a policy in the Chechen Republic of present occupational governors is expressed in propensity to simple decisions, which seem to the Russian inhabitant the most effective.
However the expediency of operations in the Chechen Republic month from one month is reduced because of the further senselessness of <<stripping>> and blind artillery and rocket bombardments. Occupational armies are not suitable for an opposition of flying guerrilla groups of Chechens.
Retaliatory actions do not bring result for intimidation too has the limits. The longer the occupational army stands in a bog of inactivity, being covered from night bombardments, the more falls the moral spirit of invaders.

In opinion of many politicians and the international observers, war in the Chechen Republic may not be internal business of one state, as much its heads would not repeat protection of democracy in the country, about preservation of territorial integrity.
Russia "the participant of the international conventions on protection of human rights and genocide war all this time is conducted << behind the closed doors>>. The Chechen Republic is declared as the closed territory, where anybody from the international observers is not capable to trace neither a course of events, nor how rights of the peace population are observed or broken, though Putin, not only one time proved that the violence " is language which he owns in the best way. He never aspired to the political decision of the conflict in the Chechen Republic. His presidential term began from war on Caucasus, which bloody loop lasts through all period of his board.
However he does not have enough will for the present world achieved by negotiations, or he intentionally uses the conflict to the purpose of remilitarization of the Russian society.
The EU for a long time is time to demand, that the Russian president has taken steps for a way to the political sanction of a situation instead of transforming the local center of intensity into burning territory, which bomb one decade duly global conflicts. Differently continuation of a present Russian policy on Caucasus may have catastrophic consequences, and in EU should understand it. In both cases if the West will shut eyes to an event, then it may cost them dear. Nevertheless, in Europe till now concern to Putin retaliatory policy in the Chechen Republic rather indifferently.
Politics meet to talk about the future deliveries of petroleum and gas. The theme of the Chechen Republic is not subject to discussion. Even when Putin contrary to an objective reality declares itself the main thing fighter against so-called << international terrorism>>, German leader Shreder did not object.
In this sense installs optimism that the chancellor of Germany becomes the leader of German conservatives Angel Merkel. The Chechen Parliament also believes in an objective policy concerning the Chechen Republic with election on a post of the Secretary general of the PASS and the Supreme Commissioner of the Council of Europe under human rights of new heads, that the position of the Council of Europe and the PASS to a policy of the Kremlin in the Chechen Republic essentially will change.
