October 2–6 Strasbourg (France) The Parliamentary Assembly of the Council of Europe will hold its autumn session. More. October 2-6 Strasbourg (France) Said-Emin Ibragimov, chairman of the NGO "Peace and Human Rights", will hold a five-day hungerstrike in front of the Council of Europe building during the autumn session of PACE against the fact that the Committee of Ministers has been ignoring PACE's recommendations on Chechnya. A rally will take place there on October 4, from 9.00 or 10.00 to 17.00. More. October 3 - February 2007 New York (USA) The International Center for Tolerance Education (ICTE) of the New York-based Third Millennium Foundation will host a photo exhibition and event series on Chechnya, titled "Europe's Darkest Corner. Photographs from Chechnya 1994-2005". More. October 5 Chechnya Celebrations of the 30th birthday of Chechen strongman and Moscow-backed Premier Ramzan Kadyrov. October 5 Grozny (Chechnya) The reconstruction of the "Severny" airport should be completed and civilian flights should resume. More. October 7 Paris (France) Studies Without Borders organize a cultural event called "Grozny on Seine" and dedicated to Chechen youth. The programme includes a photo exhibition by Stanley Green and Françoise Spiekermeier, presentation of the book "Dancing in ruins" by Milana Terloyeva, music and degustation of Chechen dishes. October 9 Paris (France) A rally in memory of Russian journalist Anna Politkovskaya, who was killed in Moscow on October 7, will take place in front of the Russian embassy at 18.00-20.00. More. October 9-20 (postponed) Russia Manfred Novak, the UN special raporteur on torture, was to visit Russia (more). His planned trip was to comprise a visit to the Northern Caucasus, including Chechnya. However, due to Russia's objections against the plan to carry out unannounced visits and hold private interviews with detainees he postponed his visit. More. October 10-11 Germany Russian President Vladimir Putin will visit Germany. October 10 Moscow (Russia) The Norwegian Refugee Council’s Internal Displacement Monitoring Centre (IDMC) and the Human Rights Centre “Memorial” will hold a public panel discussion on the progress made in addressing Russia’s internal displacement situation in recent years. The panel discussion will take place on the occasion of the launch of the report “An Uncertain Future: The Challenges of Return and Reintegration for Internally Displaced Persons in the North Caucasus”, which was commissioned by the IDMC and written by “Memorial”. The event will take place at the Independent Press Centre (Sadovo-Chernogryazskaya 3, i.e. Metro Krasniye Vorota) from 13:00 to 14:30. October 10 Moscow (Russia) A funeral ceremony in connection with the October 7 killing of Russian journalist Anna Politkovskaya. The event will take place at 14.00 in the Troyekurovskoye Cemetry (24 Ryabinovskaya Street) More. October 10 Brussels (Belgium) A rally in memory of Russian journalist Anna Politkovskaya, who was killed in Moscow on October 7, will take place in front of the Russian representation to the European Union (Boulevard du Régent 31-33) at 18.00. Organized by Le Groupe Tchétchénie. October 11 Rostov-on-Don (Russia) The North Caucasus District Military Court should start new preliminary hearings on the Ulman Case, in which four members of special forces of Russian military intelligence were accused of killing six Chechen civilians in 2002. The hearings were first postponed from August 21 and then from October 3. More. October 12 Strasbourg (France) The European Court of Human Rights will deliver its judgment in a case concerning the summary execution of five family members in Chechnya. The case, Estamirov and Others v. Russia, is a particularly horrific example of the violations that have taken place in Chechnya during the second Chechen war. October 13 London (Britian) The laying of flowers in memory of Anna Politkovskaya at the Innocent Victims Memorial at the West Door of Westminster Abbey (gather at West Door at 1.15pm) led by Canon Jane Hedges and Vanessa Redgrave. A Tribute to Anna Politkovskaya at Committee Room 3 of the House of Lords at 2.30pm. October 13-14 Nalchik (Russia) The first anniversary of armed raids on law enformement agencies in the Kabardino-Balkarian capital, which were carried out chiefly by local young men. October 16 New York (USA) A memorial gathering for the slain Russian journalist Anna Politkovskaya will take place at the International Center for Tolerance Education (25 Washington Street 4th Floor, Brooklyn) at 18.00-20.00. October 16 Grozny (Chechnya) A rally in memory of the slain Russian journalist Anna Politkovskaya will be held at 12:00 in Mayakovskogo Park, near the Druzhba Square (“Grozneftyanaya” bus stop). The event is organized by the Human Rights Center Memorial. October 16 Nazran (Ingushetiya / Russia) A rally in memory of the slain Russian journalist Anna Politkovskaya will be held at 16:00 in Bazorkina Street, near Second World War Memorial. The event is organized by the NGO Mashar. October 16 Washington, DC (USA) The National Endowment for Democracy and Radio Free Europe/Radio Liberty organize a memorial gathering in honor of the slain Russian journalist Anna Politkovskaya. The event will take place at 11:00–12:15 at NED (1025 F Street, NW Suite 800 20004). More. October 16 Washington, DC (USA) Amnesty International USA, Freedom House, the International Center for Journalists, the International Women's Media Foundation and the Open Society Institute will organize a candlelight vigil to honor the slain Russian journalist Anna Politkovskaya. The event will take place at 18:00-18:45 outside the Russian Federation's Embassy to the United States (2650 Wisconsin Avenue, N.W.) More. October 18-19 Moscow (Russia) The second annual meeting of the Council of Europe Forum for the Future of Democracy will discuss the role of political parties in democracy-building. The opening of the Forum will place at 10.30 in the World Trade Center (Krasnopresnenskaya Naberejnaya 12). More. October 26 Russia NATO Secretary General Jaap de Hoop Scheffer will visit Russia. October 30 (postponed from October 5) Grozny (Chechnya) The Moscow-backed Chechen authorities will organize the Congress of the Peoples of the Chechen Republic, in which representatives of the peoples who live or used to live in Chechnya should take part.
