Forces temporarily deployed in Chechnya may be withdrawn

MOSCOW, August 9 (Itar-Tass) -- Russian President Vladimir Putin signed the decree obliging the Interior Ministry and Defence Ministry before December 15, 2006 to present in the specified procedure the proposals for reorganizing the joint group of forces, envisaging the possibility of stage-by-stage withdrawal in 2007-2008 of units of troops of the Interior Ministry and Armed Forces of the Russian Federation temporarily deployed in the Chechen Republic.
Commenting on the presidential decree, the Kremlin press service stressed that this refers to the possibility of stage-by-stage withdrawal in 2007-2008 precisely of units of troops of the Interior Ministry and Armed Forces deployed in Chechnya on a temporary basis. This provision of the decree does not apply to units permanently stationed in the republic, the press service stressed.
By this decree whose summary was published on Tuesday the head of state entrusted to the operations staff of Chechnya the additional functions for direct command of special task forces and means for detecting and cutting short the activities of terrorist organizations and groups, of their leaders and persons masterminding and staging terrorist acts in the territory of the North Caucasus region of the Russian Federation, as well as for using in the territory of the Chechen Republic allocated forces and means of the joint group of forces for counter-terrorist operations in the North Caucasus.
Under the Russian president’s earlier decree, the operations staff includes the deputy interior minister of the Russian Federation (chief of staff), president of the Chechen Republic, chief of the department of the Federal Security Service (FSB) for Chechnya, commanders of the joint group forces, of troops of the North Caucasus military district and of interior troops of the North Caucasus military district, chief of the North Caucasus border department of the FSB of the Russian Federation, commandant of the Chechen Republic, head of the republic’s Interior Ministry, and a number of other chiefs of republican and federal structures.
