Chechnya will receive these funds within the framework of a joint project of Japan and the United Nations for psychological, pedagogical and medical-social rehabilitation of schoolchildren and teaching staff.

According to UN experts, since 1999 when combat operations started again in Chechnya a small number of children have had an opportunity to go to school and most of teachers and doctors either quit their profession or leaved the republic for good. http://itar-tass.com/eng/level2.html?NewsID=5407936&PageNum=0
