European "cleaning"

 

Because of technical problems on a site, we, unfortunately, coud not inform you in time, that on February, 23 in Brussels the International conference of "Dublin Convention and refugees from Chechnya", organized by "Action Group" was held by means of deputies of Europarliament, employees of the Eurocommission, teachers of the Bruxelles University and lawyer office "Bruksman".

Opening conference, Dr. Matilda Henkinbrokt, ambassadress of  CBAR (the Belgian Committee of the help to refugees at representation of the United Nations), has said:

- Action of the Dublin Convention, especial in Belgium, is rigid enough and we face with such cases when as a result of application of Dublin - 2 families are separated, are sent out the patients, pregnant, even the chest children who have been born in Belgium.

Principle of work of our organization is such, that, according to the special contract with the Commissariat on affairs of refugees, we have access to the file, except for that we spend also individual interviewing on which we determine as far as application of DC to this or that refugee is justified. We may tell, that in 50 cases from hundred we propose the Commissariat to consider the request of the refugee, i.e. to consider her acceptable.

But the matter is that we may consider only those files which have arrived in the Commissariat from office for foreigners of the Ministry of Internal Affairs of Belgium where prefer to not accept at all the refugees who have arrived from other countries of Europe. Nobody, certainly, may influence decisions of this respected department, but its officials, unfortunately, very frequently break some points of DC. For example, the refugee who has not found refuge in Poland, and came back to the Chechen Republic, and then, having tested there new prosecutions, has arrived to Belgium, is all the same brought under action of Dublin - 2 in spite of the fact that he has incontestable proofs, that he came back home from Poland.

Also are not accepted applications from those who 6 months has lived in Belgium though DC makes such exceptions.

Certainly, the same problem arises and with the Albanians arriving from Greece where they get illegally through the sea. But the basic amount of refugees to whom is applied DC are Chechens.

We only have to hope, that the Eurounion and the Eurocommission which too understand an inefficiency of application of the Dublin Convention in her present kind, within several months, will make a positive decision.

- Illegal migration of the Chechen refugees became the big problem both for Chechens and for the states - members of the Eurounion where streams of refugees direct, - began T.Ismailova her statement, the President of Association of Chechens from Belgium, - and the repressive methods used today by the countries of EU under covering of the Dublin Convention not only do not solve a problem, but also bring additional sufferings for people, trying to find protection against prosecutions in the country.

No state, public, international or humanitarian organization today does not deal with a problem of the Chechen refugees, nobody investigates the reasons of occurrence of this massive migration of Chechens from the countries of the East Europe to the west.

Uncontrolledly given to new countries - members of EU money, indifference of government officials of these countries to refugee problems under which, actually also receive money, has caused in Europe a situation when on border from the CIS refugees from the Chechen Republic which on the spot, in Terespol, in the Polish frontier city, get in a trap are compassionately started.

Overwhelming amount of refugees does not guess at all, that offered to them is direct in the car of a train Brest - Terespol of a piece of paper for the signature and there is a request for a refuge in Poland.

The same occurs on Slovak border, in the Baltics. "Having accepted the application" from the refugee and having sent him on an eternal settlement in camp, public services continue to scribble reports in the centre about the unprecedented humanity and to demand money for the maintenance of refugees.

From the inquiry from web-site of EU about budgetary funds for 2004-2017 years, the countries of the East Europe annually receive on reception, the maintenance and integration of refugees 350 million euro. Taking into account, that 90-95 percents of refugees in these countries are Chechens dragging beggarly existence and whose rights are not accepted for protecting at any level, we may imagine, what happenes to this money.

To the Chechen refugees is not given the refuge, the best that they receive is an opportunity of "tolerant" stay in the country, not having thus absolutely no manual, habitation and health services.

For last year in Poland the refuge have received about 20 percents of those who requested, in Slovakia for all time the refuge was received by one Chechen family, in Czechia since 1999 only 11 Chechens have found refuge.

All this together is: refusal in the status of the refugee, absence of conditions of the maintenance, bureaucracy, infringement of all rights and humiliations stimulate people to illegal actions, i.e. to illegal crossing of borders. Not having removed the reason of occurrence of illegal migration, Dublin, or any other convention it is impossible to stop, having filled even all deportation prisons.

As a consequence, the Chechen refugees appeared today in conditions of illegal crossing with overcoming artificial and natural obstacles as frontiers, woods, mountains, the deep rivers on the one hand, and organized deportation from the West back to the East on the other hand.

Military divisions during the Second world war received awards and medals for speeding up of those rivers which cross today Chechen boys and pregnant women in searches of a refuge, and the Chechen refugees are caught in any country of EU as run from concentration camp, and are located in prisons. For them "cleanings" proceed in Europe.

Authors of the project "Dublin's bufferzone" on non-admission of refugees in the western countries, have completely ignored the humane purposes of the European agreements and have broken concerning Chechens the all-European norms of legal and social protection.

M.Evikova (Czechia) who has acted at conference, L.Kont'e (France), R.Kraas (Germany) were uniform in opinion, that DC today became the instrument of suppression and discrimination for those who searches for a refuge in the countries of Europe, and her application in such kind discredits all other humane European agreements being hope of Chechens on protection of their rights.

Such situation demands urgent coordination of all public, right protecting organizations, connection to the decision of this problem of lawyers, experts of the right, state and politicians.

Participants of conference have solved reports, abstracts and the recommendations submitted on this forum to transfer in the Eurocommission and in office of the Commissioner under human rights in the PASE and as to dispatch in international right protecting organizations.

After end of work of conference participants have answered numerous questions of students and listeners concerning the discussed problem.
