From: MSN NicknameEagle_wng (Original Message) Sent: 3/23/2006 12:16 AM Sergei Arutyunov: “Ramzan Kadyrov will not be able to be at the head of Chechnya for a long time”. PRAGUE, 22 March, Caucasus Times. Sergei Arutyunov, Corresponding Member of the Russian Academy of Sciences, Head of the Department of Caucasus of the Institute of Etnology and Anthropology of the Russian Academy of Sciences told CaucasusTimes correspondent that Ramzan Kadyrov would not be able to run Chechnya for a long period of time.
“Ramzan Kadyrov as any other leader of Chechnya cannot guarantee any consensus, which would provide him with legitimacy in the eyes of the whole Chechen society due to a number of reasons, which are totally independent on him”, - expert indicated.
In his opinion, war will be continuing. “But it is impossible to have endless war. Partition of Chechnya is the only real way to put an end to the war”, - Sergei Arutyunov emphasized.
Arutyunov explained that Chechnya should be divided into several territories. In his opinion, “Flat part of Chechnya will be headed by anybody, for instance by Kadyrov, as a normal republic in the framework of the Russian Federation. As far as mountainous part of Chechnya is concerned, a number of communities with the population around 20-30 thousand will be established there similar to Andorra or San Marino, which will be guided according to their internal legal norms”.
