The letter from representatives of Chechen Diaspora in Azerbaijan

The editorial office Chechenpress has received the following letter from the representatives of Chechen Diaspora in Azerbaijan, intended for Administration of President of CHRI. At the same time, authors of the letter ask to publish it on a site of our agency, that we even do.

Assalamu Ialaikum!
Dear Administration of President of CHRI!
We, representatives of Chechen Diaspora, living in Azerbaijan, are attentively observing the political events occurring in our Fatherland and around of it. Recently, on the Chechen sites, the polemic has been developed concerning how the Chechen State should be, whether the national State, the Constitution, Parliament is necessary for us in general from the point of view of the Islam, and whether it is necessary for our mojaheds to adhere to norms and principles of international law, or these norms and principles contradict the precepts of the Koran and Sunn and consequently have no binding force for us.
The beginning of this discussion was put by the publication under the name "Reflection of mojahed" on a website "Kavkaz-Center". In this publication were exposed to denial all state-political structures and establishments of CHRI, which in the opinion of author (or authors) of the given publication, do not correspond neither to principles of the Islam, nor to the usual realities of the Russian - Chechen war. A bit later on the sites "Chechenpress", "Daymohk" and "Kavkaz-Center" appeared the job of the vice-premier of Chechen Government Ahmed Zakaev in which "Reflections of mojahed" were exposed to the detailed analysis, and the official point of view of the Chechen authority, according to which state-political structures of CHRI correspond both to Islamic precepts, and pragmatical estimation of present situation was stated.
Having discussed this polemic, we, representatives of Chechen Diaspora among which there are scientist-alims, as well as people, who had never had high posts in the state institutions of CHRI, would like to suggest the Administration of President of CHRI to come out with the special Announcement in the given occasion, in which, according to our opinion, would be useful to our activity to state the following basic remarks:
1). Chechens are moslems and as the institute of the State not only does not contradict Islamic precepts, but is one of the examples of activity of our Prophet (s.a.s)., who had founded the first Islamic State in Medina, in that case, to call in question the right of Chechen people on the independent State is inadmissible;
2). The whole world knows, that the state system of CHRI, including the Constitution, institutes of Parliament, the President and the Government, are proclaimed and founded in accordance with the will of Chechen people, who has chosen the way for restoration of their Independent State, as well as the observance of all rules of law and consequently they will not be subject to the revision or cancellation of individual persons or groups;
3). War of Chechen people and their mojaheds for liberation of their Fatherland from the Russian invaders is Jihad both under the form, and under the matter, and all our compatriots and first of all mojaheds should precisely know about it;
4). State system of CHRI, the prevalence over its structure of those or other aspects may be discussed, but it is better to postpone these discussions until the victorious end of our struggle when we will receive the real opportunity to bring in our state system those or other structural and ideological amendments;
5). To prescribe to officials of CHRI, the uppermost officials of the state henceforth not to react to individual remarks and separate articles about the mentioned subjects, in order not to give the excessive importance to them.
It would be desirable to add, that any reasonings, even those, which are base on quotations from the sacred Koran and Sunns of the prophet (s.a.s)., are not able to correspond to canons and principles of our religion without the basic knowledge in the Islam. Here again it is not important, whether these reasonings belong to mojahed, the usual inhabitant of the country or the official of the state. Moreover, such reasonings without a profound knowledge of the Islam sometimes may border on heresy.
As a whole once again it is possible to tell, that, in the opinion of scientist-alims, do not contradict to the creation of Islam statehood, because during the Prophet (s.a.s)., at a failure of attempt of creation of the state of moslems in Mecca, the Prophet (s.a.s). had sent all believers who have accepted the Islam to Medina where there was already the society of moslems and where believers from Mecca would have been in safety, and then he had left to Medina and organized the state there.
