War in Chechnya cannot be the "internal affair" of Russia

All this time Putin carried out his policy before his foreign colleagues very deftly. War in Chechnya declares for them the internal affair of Russia, then the problem, connected with the "international terrorism". Everything depends on concrete situation and that how it is profitable to Putin to tax at the given moment. But if we agree with the putin and recognize that he wars with the "international terrorism" then war in Chechnya cannot be the internal affair of Russia, how much its leaders did not say about the retention of the territorial integrity of empire.
