The Appeal of The Parliament of the Chechen Republic of Ichkeria

The appeal
In september, 2005 it has passed six years since the beginning of the second Russian-Chechen war, the victims of which became hundred thousand children, women and old men.
The Kremlin terrorism concerning Chechen people is raised in a rank of a state policy.
Brutal murder of President of CHRI Aslan Maskhadov, the death under tortures and violence in torture chambers of lefort prisons of the Chairman of Parliament Ruslan Alihadzhiev and many other representatives of legitimate authority of CHRI testifies that the policy of the Kremlin is directed against will of Chechen people on freedom and independence.
Slogans of struggle against the international terrorism in CHRI by Russia are used for continuation of the policy of the power decision of the russian-Chechen conflict.
In actions of the Russian occupational armies in CHRI there are all attributes of structure of a crime of the genocide, stipulated in an clause II ´´ Conventions on the prevention of a crime of a genocide and punishment for it ´´.
Despite annual reports of international right protecting organizations ´´Human Rights Watch, Amnesty international´´ and others, confirming the above-stated crimes and infringements of human rights in CHRI, the international organizations called to protect human rights and peoples, such as the United Nations, OSCE, СЕ and PACE continue to count a genocide of Chechen people internal business of Russia, thus undermining the authority on eyes of the world community.
Considering, that the authority of Russia tries to get rid of the responsibility for a committed genocide of Chechen people, through the way of transformation of the Russian-Chechen war into internal conflict.
Recognizing, that political manipulations, in the form of carried out in CHRI ´´referendum, acceptance of the constitution, elections of the president´´ and also planned for November of this year elections of ´´parliament´´, are not capable of putting an end to the Russian-Chechen war, and on the contrary promote the expansion of the conflict all over northern Caucasus.
Being convinced, that only bilaterial negotiations between Russia and CHRI under supervision of the United Nations, OSCE, or СЕ is the unique correct decision in business of achievement of the peace on distressful Chechen land.
The Parliament of the Chechen Republic of Ichkeria calls you:
1. To influence Russia so that it gave out a body of President A.Maskhadov for a burial place on his native Land according to the Chechen customs.
2. To call Russia for the termination of war in the Chechen Republic of Ichkeria and to political settlement of a situation, through the way of negotiations with legitimate authority of CHRI on behalf of President Abdul-Halim Sadulaev.
3. To call Russia for its responsibility for accomplishment of war crimes in the territory of CHRI.
4. To provide the admission on the territory of CHRI for representatives of independent mass media and the international observers.
5. To demand the termination of practice of prosecution of Chechens living on the territory of the Russian Federation.
