The appeal of President of CHRI in connection with anniversary of Independence

(Translation from the Chechen language)

In the name of gracious and Merciful Allah!

Dear compatriots, brothers and sisters!

Today, 14 years have passed since that day when our people restored the state independence of our country. I would like to remind, that it was the peace action which was going on in legal frameworks of constitutions working on that moment in the USSR, RSFSR and CHIASSR. The legitimacy of this historical action was confirmed with courage and with the letter of the international law, with special laws and declarations of the governments of the USSR and Russia, as well as with the resolution of Supreme Soviet of CHIASSR. If this legal base may not be considered as a reason for the benefit of legality of our actions, the legitimate state doesn't exist at all in the world.

This was the epoch of hopes, epoch of wreck of totalitarianism. All peoples of the former USSR felt like adherents and companions-in-arms along the way of freedom, along the way of finding of the national dignity, trambled by a communistic regime. And Chechens were sure that the proclaimed state sovereignty of the Chechen Republic, which was achieved through the bloodless, peace way completes the history of centuries-old struggle of our people for freedom and independence, draws the line under the uncountable victims brought by our people in this struggle. But it appeared, that Chechen people still were expacted to pass through the main ordeal, the main victims.

After the sequence of the failed negotiations by Moscow about a mutual recognition, provocations, propaganda slander, every possible blockade and almost undisguised attempts to loosen the bloody civil strife between us, the Kremlin in December, 1994 began the full-scale military aggression against Chechen people. As the president Aslan Mashadov (Shakhid, insha Allah!) spoke: "not finding the strength of argument against the Chechen independence, the Kremlin decided to apply the argument of force". Our people appeared again before the choice: either reconcile to colonial domination of Russian empire, or with the weapon in hands step forth for protection of freedom. But the choice, as a matter of fact, was not for us, because in such situation the choice of the free people is predetermined.

It is said in people: the lost generation is that generation which lives only with glory of ancestors, not aspiring to surpass them in valour. As well as their heroic ancestors, Chechens have chosen struggle for freedom, for the national dignity and honour. It has been chosen not because, that we are bellicose, that we do not love the world, do not want to grow our children and to care of our old men, but because, that we remember one more wisdom, bequeathed to us from our fathers: war can be reflected only by war. The best sons and daughters of Chechen people have taken the weapon in hands and have entered unequal fight with the militaristic power which threw against our small country its force and facilities, which it had been saving for the war against the rest world for decades.

Unfortunately, this world has forgotten, that it is dangerous to encourage an aggressor to indulge it with blood-thirsty instincts. When the matter concerns Chechens, the governors of the West forget about the human principles, and governors of the East - about principles of Islamic solidarity. Everyone hastens to earn some momentary wordly benefits for the blood of Chechens. But I do not want to assert, that peoples are worthy of their governments because the peoples of the West and the Muslim countries, unlike governors, feel for us, share the tragedies of our people, and we are indefinitely grateful to them for it. However today on our planet questions of the world and war solve not peoples, but the governments, presenting any kind of occurrence favourable to them and relying thus on powerful information technologies. Exactly because of self-interest and indifference of the world leaders this genocide war continues today which will soon be 11 years old.

The Russian aggressors do not want to leave us alone and recognize for our people the right initially granted by the Allmighty Creator to all nations, all people - the right for freedom. The war has brought to our people extreme sorrow, hundred thousand peace inhabitants of Republic, hundred thousand our compatriots disseminated worldwide were lost, and the destiny of the others became the terror unleash by invaders and their local toadies against our people. One after another by the hands of the perfidious enemy died great sons of Chechen people, the first presidents of our country - Johar Dudaev, Zelimkhan Iandarbaev, Aslan Maskhadov (Shakhids, insha Allah!)

However the Kremlin never was able to achieve its main purpose: in spite of unprecedented cruelty in the world history, in spite of massacre, in spite of tortures, mockeries and horrors of night and day "strippings", Chechen people is kneeled, its armed resistance is not broken, but, on the contrary, every year, every month, increases the force and scale of impacts on hordes of the Russian murderers and tyrants, continuing to torment our country. Today war is extended out of limits of the Chechen Republic, near to Chechen mojaheds, there are their brothers - Caucasian mojaheds. And our soldiers do not doubt even for a moment that with the help of Supreme Allah the enemy will be humiliated with a shame of defeat, and the victory, insha Allah, will be with us!

Dear compatriots, brothers and sisters! I address to those citizens who live in the Chechen Republic, which is transformed by invaders into camp of death, live under monstrous terror of the Russian military criminals and their local mates. I also address to those our citizens who, for the sake of rescue of their children's lifes and for the sake of their own safety, had to make very hard decisions for each Chechen - to leave Fatherland. Our soldiers - flesh from flesh of yours, blood from blood, see your sorrow, your torments, your depression on the paternal ground. And the enemy does not remain unpunished. Our soldiers also see your patience, your courage. And on their own scoop in them force, courage and patience.

Having such people behind, it is easy for us to battle and die on a direct way of Supreme Allah! And all of us should trust, that in the most near future necessarily there will come time when we shall celebrate this day in the country free from aggressors! There will come the time when instead of tears of our mothers and sisters, instead of the ruins of our cities and settlements burnt by an infernal flame, we shall see smiles of happiness, prosperous country. It will come, because we have paid and still continue to pay the highest price for such future.
