ORDER
“About change of the name of the external bloc of the Cabinet of the ChRI”
1. To rename the external bloc of the Cabinet of the ChRI into the foreign policy and humanitarian bloc.
2. To charge the Vice-President of the Cabinet of the ChRI A. Zakaev to control the execution of the present order.
3. The order inures from the moment of its signing.

DECREE
In the name of Allah, Gracious and Merciful!
For the purpose of increase of the effectiveness of the work of the foreign policy and humanitarian bloc of the Cabinet of the ChRI, in conformity with the clause 73 of the Constitution of the ChRI
I DECREE:
1. To confer the Vice-President of the Cabinet of the ChRI A. Zakaev the powers and the right to represent directly the President and the Government of the ChRI in foreign countries and international organizations, and also to carry out consultations on peace settlement of the Russian - Chechen conflict to all interested parties.
2. To charge the Vice-President of the Cabinet of the ChRI A. Zakaev to coordinate the work of the ministries and departments, temporarily working outside of the Chechen Republic Ichkeria.
3. To charge the Head of the Administration of the President of the ChRI Idris Hasanov to control the execution of the present decree.
4. The decree inures from the date of its signing.

DECREE
“On the Ministry of Foreign Affairs of the ChRI”
In the name of Allah, Gracious and Merciful!
On the basis of the clause 73 of the Constitution of the ChRI
I DECREE:
1. To instate the department of communications with the Vainahs' Diaspora in the structure of the Ministry of Foreign Affairs of the ChRI. The Minister of Foreign Affairs should present a nominee to the post of the director of the above-named department in a fortnight term.
2. To transfer all questions of the representation of the ChRI in foreign countries in exclusive competence of the Ministry of Foreign Affairs of the ChRI. The Minister of Foreign Affairs should prepare regulations about honorable consuls of the ChRI.
3. To charge the Vice-President of the Cabinet of the ChRI A. Zakaev to control the execution of the present order.
4. The decree inures from the date of its signing.

“About the status of the News agency “DAYMOHK”
In the name of Allah, Gracious and Merciful!
Being guided by the Law of the ChRI on mass media with a view of increase of the efficiency of the information work in conditions of wartime
I DECREE:
1. To give to the independent News agency “DAYMOHK” the status of the special broadcasting body at the President of the ChRI with a view of maintenance of freedom of the information and protection of human rights.
2. Powers are given to the news agency “DAYMOHK” to distribute the official information of the state structures of the ChRI.
3. I leave the control over the execution of the present decree for myself.
4. The decree inures from the date of its signing.
