About the memorable meeting in Vilnius concerning 14th anniversary of independence of Chechnia
September, 5, 2005 in Vilnius the assembly of representatives of the public of the city, devoted to a 14-anniversary of independence of the Chechen Republic Ichkeria was held. Members of the Diet of Lithuania have taken part in the meeting, signatures of the Act of restoration of independence of the Lithuanian Republic, famous politicians and public figures, scientists, art workers and many others.
With reports have acted signatures Romualdas Ozalas and Algirdas Endriukaits a member of Diet Ritas Kupchinkas, and also Aminat Saieva.
The assembly has accepted the Reference under the name of "changes on Northern Caucasus and profanation of Chechen problem", addressed to the heads of the international organizations - the PASE, Europarliament and OSCE.

We, representatives of different layers of the public, at the assembly have noted date 14th - anniversary of independence of Chechenia proclaimed September, 6-th, 1991 by means of extremely peace, democratic and legal methods.
Recognizing the right of each people on self-determination, we declare:
1. In relation with Chechnia Russia has broken internal and international law - in 1994 started colonial war against Chechen people.
2. Such severe and consecutive destruction of people, cities and villages does not know the history of Europe XX XXI centuries.
3. Refusal of Russia the introduction in Chechenia the martial law is connected to aspiration to diminish value and volumes of military actions and imitations of legal settlement.
4. Today Russia in Chechnia, in words declaring constitutional orders, authority has assigned to criminal clan groupings - bandits "detachment of Kadiroc" which has personal prisons and has no concept about the right.
5. The Russian army sells to Chechen warriors the weapon, militia selling, the finance are plundered, the bureaucratic apparatus is absolutely openly corrupt.
6. Alvaro Gil Robles, euro commisar under human rights, acts as the lawyer of interests of bloody violence of Russia and compromises the right and ideas of humanism, and also your organizations.
7. In conditions of the militarian and police violence this autumn will simulate elections to parliament of Chechnia. In earlier holding "election" in Chechenia "participated" in more than 80 percents of voters and 95 percents from them "voted" for those who was appointed with the Kremlin.
8. In all republics of Caucasus are degraded education systems, medicine, social protection.
9. Moscow to the proteges in Chechnia pays vulgar money of "loiality" for which for the Western international organizations are created a picture of "democracy" of Potiomkin.
10. The biggest imperial collapse today is observed in Dagestan where the Russian authorities, by a bandit principle, have transferred all authority to clans therefore there are national mutinies. Here Russia will try to justify forthcoming bloodshed "international terrorism".
11. Civil Russian run from Caucasus and do not think of colonizer mission.
12. Such position means the expiration of time of Russian empire on Caucasus.
If you do not wish to be accused a history in complicity for each drop shed blood in Chechnia, tell: "Negotiations in a name of the world and the termination of war! Elections in tormented with militarians of Chechnia - are illegal!".
