Abdul-Halim Sadulaev: "We promise Russians war up to the victorious end!"

- What priority faces you and your adherents at the given stage of the war? Supporters of what state model in the Chechen Republic are the fighters of the Resistance battling for independence of the republic?

The Chechen people answered this question unequivocally, when the course to the state sovereignty was proclaimed.

Chechens achieve construction of a free, Islamic state having a good-neighborhood with all neighbors, including with Russia , constructed on mutual trust and respect to each other. On the way of construction of this state a lot of blood of sons and daughters of the Chechen people is shed. And today we have many mojaheds participating in the sacred Jihad and ready to sacrifice their lives at any time for the sake of the achievement of the object in view on the way of construction of the Chechen state of such a model. Chechen people completely support the fearless soldiers in this direction and constantly are near to them. And this struggle, as it is known, proceeds for centuries.

As the Chechen people are Moslems, they would never aspire for freedom without religion. Chechens always carefully concerned to the Islam even in the questions, concerning national traditions and culture (by the way, many Chechen customs have in common with religious canons).

Therefore our purpose is to construct a state, leaning on the Moslem doctrine and national culture, a state declaring human freedom to be the main property of the Chechen people. We shall always go this way!

  - What place should the Islamic religion have in the Chechen State ?

The Islamic religion should have the leading place in the Chechen State.

The Islam is a religion of peace, religion of a free person. And all Chechens are Moslems. The Chechen people have no group of another creed, there is no one settlement professing another religion. Today the Islamic religion has completely joined the daily life of Chechens; it has merged with their national customs, centuries-old culture and other mental features.

If you are interested with the answer to the question: "What rights and freedom do the people, adhering to other religious sights, have in the Islam?", it is clearly said about it by Allah in the Koran, in the sura "Korova":

"There is no compulsion in belief. Already (for a long time) the true way has been distinguished from a false one. The one, who does not believe in idols, and believes in Allah, has already grasped a rope, which will never be torn. Allah - Hearing and Knowing".

In this ayat the Most High says, that in the Moslem doctrine there is no compulsion, it is impossible to force anybody to adopt the belief necessarily. The Islam, on the contrary, protects religious and other rights and freedom of people of other creeds living in a Muslim state.

That the Chechen State will be Islamic, that in the development it will lean on the Moslem doctrine, national culture, century adats, does not mean, that in this state the rights of people of other faiths and nationalities will be infringed. Such will never be, as it is forbidden by the Islam.

- What changes are expected on the military front? What estimation would you give to the actions in the Dubrovka and in Beslan?

If to speak about changes, which are expected on the fronts of the Russo-Chechen war I can say unequivocally: the war will proceed until Russian aggressors do not pass the Chechen frontier in the opposite direction. The operations against the occupational armies, kafirs' special services and their henchmen-munafiks will be constantly carried out. We hope for favor of Allah, who will not leave His soldiers without help and attention. Once again I repeat: "We promise Russians a war up to the victorious end!"

As far as the operations in the Dubrovka and in Beslan are concerned, the official position of the management of the ChRI was stated long ago and known to everybody; therefore I shall not repeat it again. We do not consider these operations to be military ones. The management of Russia considers such operations to be military. For example, at the storm of the building of school in Beslan, in which there were more than a thousand of hostages, Russians applied tanks, helicopters, flame throwers and other kinds of arms. And to kill the so-called "terrorists", who had captured the theatre in the Dubrovka, the Russian special services applied the forbidden gas and killed about 300 citizens (though officially it is said about more than hundred hostages).

Really, from the Russian party the operations in the Dubrovka and in Beslan were military, it is possible to say - even army ones, but not from the Chechen party. Therefore I consider being wrong the question in such foreshortening. And henceforth it is necessary to abstain from any comments on such provocative questions.

- Up to the end of his days Aslan Mashadov searched for different ways to peace with Russia . Whether you are going to make changes to this course? If yes, what changes?

Speaking about peace with Russians, Mashadov expressed not only his personal opinion, but also the opinion of the Chechen people, the government of the ChRI and the SDC - Madjlisul Shura. There are no changes in this question and I think there will not be.

However we do not agree that Moscow constantly chops off the hand of peace stretched by us. Therefore we shall not offer the ways of output from the crisis any more, which will be used by the enemy against us.

Today there is an important for us question: “Whether there are forces in Russia interested in the end of the Russo-Chechen war?" This is what should worry everybody today. We are ready for peace, but whether they are ready for it in Russia ?

The Russo-Chechen war proceeds till now not because the government of Ichkeria does not want peace, but because the government of Russia does not want it.

- What changes are expected in the foreign policy of Ichkeria? Are you satisfied with the work of the Minister of Foreign Affairs of theChRI?

The foreign policy of Ichkeria has not undergone essential changes after Aslan Mashadov's death. It was carried out under his direct management, on behalf of the SDC - Madjlisul Shura of the ChRI. This course will be continued in the future.

So far we do not see any reasons to change the foreign policy of our state radically. Time will show everything.

- What will be the further destiny of the Representatives of Maskhadov abroad, in particular, Umar Hanbiev, Ahmed Zakaev, Ahyad Idigov and others? Are you going to change their status?

All representatives of the Chechen Republic Ichkeria in foreign countries were appointed by Aslan Mashadov with the consent of the SDC - Madjlisul Shura of the CHRI. If suddenly there is a question on replacement of these people with others, there will be candidates for their posts, certainly, we have a reserve.

But for today there is not such a necessity, as all the above-named representatives cope well with the problems assigned to them and assignments, fruitfully work for the Chechen State .

II. A.-H. SADULAEV: "THE CHECHEN PEOPLE HAVE ALWAYS HAD AND HAVE THE SOLDIERS, ABLE TO PROTECT FREEDOM AND INDEPENDENCE "

These are questions of our Avarian and Circassian comrades. I shall try to give answers to them, Insha Allah!

- Aslan Mashadov kept the image of a moderate leader, who did not approve acts of terrorism against peace population. Will you follow his way?

Mashadov's position concerning acts of terrorism was not his personal initiative, but was a position of the President of the Chechen Republic Ichkeria, the head of the State Committee of Defense - Madjlisul Shura of the ChRI, the Commander-in-chief of the Military forces of the ChRI, the Chairman of the Cabinet of the ChRI. It was the position of official Djohar, the official authority of the Chechen State . And this policy will not undergo any changes in the future. There will be no innovations in this question.

The new government of the Chechen Republic Ichkeria follows the course of the former government. It also will not approve acts of terrorism against peace population, both in the territory of Russia and in the territory of Ichkeria , where gangster formations rage, which, unfortunately, in the Russian mass media are named "armed forces" and "special services" of the Russian Federation .

The latter are well-known as murderers and killers, who do nothing else in the territory of the Chechen Republic Ichkeria, but, every day, increase the quantity of crimes against the peace population.

Terrorism is not the way followed by the government of the ChRI.

- What end do you see of this proceeding war?

We have always wished to see the end of the Russo-Chechen war in peace talks. But the Russian government so far does not wish to see another decision of "the Chechen problem", except for military means. Therefore we, as a defending party, are compelled to accept those conditions, which Russia tries to dictate to us, that is the war. Though we have not imposed it to anybody. We advise nobody to solve disputable interstate questions in a military way.

We, Chechens, are supporters of peace settlement of the political conflict between the Russian Federation and the ChRI, and this position does not change even with a deepening of the military crisis.

It does not matter, what the Russian empire was earlier, today's Russia is different. If the operations are prolonged for years, probably, there will be the problem of complete disorder of the Russian Federation , and it already does not seem to be so improbable today.

- Whether the djamaats in the North-Caucasian republics "Dzhannat", "Yarmuk", "Sheriyat" and others will obey to you, as they obeyed to Aslan Mashadov? What is their main mission?

At once after the mean act of terrorism against the President of the Chechen Republic Ichkeria Aslan Mashadov, and I was appointed to the post of the new President of the ChRI, the Commander-in-chief of the MF of the ChRI, the Amir of the SDC - Madjlisul Shura of the ChRI, all heads of these djamaats gave an oath of allegiance to me. So, the same submission of the North-Caucasian djamaats to the head of the Chechen State , as well as at the commander-in-chief Maskhadov, will be kept completely.

These djamaat are free people, who united to release their republics from the Russian yoke, following the example of the Chechen people releasing their land from the invasion of strangers. The best representatives of the nationalities, who live in Dagestan, Kabardino-Balkaria, Karachaevo-Circassia, Adygea, and also representatives of small peoples living in the Stavropol, Krasnodar regions, the Rostov and other regions, - all these people are united with one purpose: to see their lands free. And in this question they find a complete support in the Chechen people and the government of Ichkeria.

The wish of the djamaats of the Northern Caucasus to join the centralized system of the Chechen Republic Ichkeria and to search for support in the Military forces of the ChRI surprises nobody. This is the main mission of these djamaats, who struggle for clearing of their republics of the Russian yoke, who do not wish to see themselves in the role of "younger brothers" of Russians. And this problem is identified by them voluntary.

- The majority of analysts consider that after Aslan Mashadov's murder in the Chechen Republic

there is no leader of the resistance, with whom it would be possible to have peace talks. Whether there are bases for such statements?

The sovereignty of the Chechen people, freedom of the population living in the Chechen Republic Ichkeria, - these and other important questions are put by Chechens for a long time. Among the Chechen people there will always be leaders, able to head the national-liberation struggle against the aggressors. There will always be people, who on behalf of the Chechen people can carry on political negotiations with the enemy party. Such people have always been, are and will be in the Chechen people. There are no doubts in it.

Recently these people were the first President of the Chechen Republic Ichkeria Djohar Dudaev; then Zelimhan Yandarbiev, who replaced Dudaev at the post of the head of the Chechen State after his heroic death; then Aslan Mashadov elected as the head of the country by free will of the Chechen people in 1997. And now, after the mean act of terrorism accomplished by the Russian special services against Mashadov, this honorable and responsible mission is charged to me. All these leaders are worthy people who, by virtue of the developed circumstances, first of all, by virtue of the predetermination of Allah, and then the will of the Chechen people, had to head the emancipating struggle of Chechens against Russian invaders during the most responsible moment of history.

If Russians suddenly turn out to be ready for a peace dialogue with Chechens, do not doubt: in the Chechen people there will always be the politicians, able to negotiate on equal. The same, by the way, in the Chechen people there have always been, are and will be soldiers, able to protect the freedom and independence.

Peace to you and favor of Allah and His blessing!
