All the state bodies created under the order of Aslan Maskhadov, we also recognize legitimate though, certainly, we reserve the right to itself to criticize their activity.
According to from different sources, by the decision of state credit obligations-Iaa?eenoeu SHura CHRI in 2002 Aslan Maskhadov's receiver has been named abdul-oaeei Sadulaev. Thus, at present the legitimate representative of Chechen people at the future negotiations about the termination of the Russian-Chechen war is abdul-oaeei Sadulaev.

The context in fact consists that the Russian president has come to power with idea of rigid uncompromising suppression in territory of the Chechen Republic of any opponents of the central authority, and for all time of the presidency, even, despite of criticism of the West, on an iota has not receded from the position. It repeatedly and itself, and lips of the subordinates declared, that no negotiations with Maskhadov and its representatives will exist, and has constrained the word even during Dubrovki and Beslan when it was clear, that it beskompromissnost will cost hundreds lives.
In these conditions the slogan peregovory with Maskhadov! Was not for me in no way attempt to help Russian president to find a way out from chechenskogo deadlock, to specify to it gde to search for road to the world. Those who conditionally or certainly supports policy Putin in the Chechen Republic always spoke About these of different type peregovorah without addition s Maskhadov or, at least, were not ready to express the disagreement openly. It and the western critics of the Russian policy at a level of the governments, and the Russian democrats from Union of Right Forces and jabloka and the overwhelming majority of journalists of the former and present mass-media applying for a rank liberalnyh. Thus these figures perfectly understood all, that arguing about different type negotiations, they a little than risk and even can count on official reaction, that a pier, yes, we negotiate for the future of the Chechen Republic with Kadyrov, in villages we speak with elders, with insurgents we negotiate for addition of the weapon, and are ready to speak with everyone who recognizes the Russian Constitution.
But these figures as realized, that, having said peregovory with Maskhadov instead of peregovory, they, besides, that in the foreseeable future will not achieve any result, will automatically get in enemies of the Kremlin and considerably will complicate to itself opportunities for work in Russia. Dared to put forward in Russia only independent public organizations and small political groups, in any way with the Russian budget not connected and on favour of presidential administration not counting. And in the West about it public figures and the politicians which are not entering into executive authority who have nothing to lose in Russia spoke only.
When I stood on the Pushkin area with the slogan peregovory with Maskhadov, I very poorly trusted that such negotiations in the foreseeable future will begin. The main sense of these and other anti-war slogans in rendering public pressure upon the Russian authority and, that probably is more effective, on the western governments with the purpose to change their attitude to the Russian president.
I was revolted always with arguments about nerealistichnosti this or that slogan. These arguments start with false installation about a role of anti-war movement during acceptance of political decisions. As if in administration of the President too want the world, only do not know as. At them lack of ideas and our problem to offer the realistic plan which they realize. And realistic in the sense that it will allow to keep to the president, generals and the Chechen puppets the person, position, posts, money. And supporters realizma anti-war slogans spoke, that it is not necessary to demand negotiations with Maskhadov or introduction of peace-making forces of the United Nations to the Chechen Republic because our president on it never will go. Let's demand supposedly possible: the terminations zachistok, observance of human rights, etc. the Kremlin on such requirements sometimes sends positive signals, will organize Forums, Round tables, publishes limiting orders. Here, certainly, it is important to not go too far: anti-war slogans should be comprehensible from the point of view of morals, and be perceived by the world community and decent people in Russia. Now among deputies the PASS and some Russian legal experts the idea to promote that outlined parliamentary elections in the Chechen Republic were democratic is popular. And this indulgence of the Russian authority is given, in spite of the fact that on all previous elections and referenda in the Chechen Republic the Russian authority has simply in a pointed manner outraged upon all democratic principles.
