One minute, President Vladimir Putin’s regime is acting nice, trying to end a territorial feud with Japan over the Kurile Islands that has persevered for the last six decades, and silencing the concerns of investors following the conviction of oil billionaire Mikhail Khodorkovsky. The next moment Putin seems to be playing hardball. He smirks at the idea of removing Russia’s military garrison from Moldova’s secessionist Transdniester region, and prosecutors talk ominously of putting more oligarchs on trial. Perhaps the greatest display of this political schizophrenia took place in May in Red Square, where a witch’s brew of Red “Victory” flags, tri-color “Imperial” flags, Stalin portraits, and Orthodox icons marched side by side during Moscow’s celebration of the 60th anniversary of the conclusion of WWII. Thus, the authorities almost fully accepted the 21 demands by the striking workers that are today inscribed on the shipyard’s front gate, including the recognition of independent labor unions, the right to strike, the freeing of political prisoners and democratic opposition activists, and the abolition of censorship. The principal political force at that time — the Polish United Workers’ Party (PURP) — could not but give in: Working people throughout Poland had shown solidarity with the shipyard workers. Basayev, who claimed responsibility for last year's deadly school seizure in southern Russia and other attacks, rejoined the Chechen government as First deputy prime minister on Aug. 25, Osman Ferzaouli, foreign minister for the CHRI, told The Associated Press. "He has promised to be more responsible," Ferzaouli, who lives in Denmark as a refugee, said about Basayev. "Basayev is a soldier, but he cannot refuse to take orders given by the state defense council," which would put him "out of the law," Ferzaouli said. The state defense council is the inner circle of top field commanders and Chechen leaders that makes key decisions for the Chechen force.
