How much is Putin really in charge of the Snowden crisis?

The Obama administration’s decision Wednesday to cancel a planned summit meeting with Russian President Vladimir Putin, in large part over NSA leaker Edward Snowden winning asylum there, has reinvigorated debate in Washington over Putin’s stance toward the U.S. and his handling of the Snowden case.

The predominant view has been that Putin is deftly manipulating Snowden in a sort of chess match against the United States; my sense has been more that he is reacting and trying to make the not-worst of a tricky situation. The difference has to do with, among other things, how we think about Putin and what he’s able to do.

One part of this debate, in many ways about the merits and track record of the U.S.-Russia "reset,” is turning around Putin’s level of responsibility or blame for the Snowden crisis. That point has been getting a bit contentious ...

Window on Eurasia: High Price of Domestic Flights Limiting Contacts among Russians

            Staunton, August 7 – Because the Russian Federation is so large and because that country has such underdeveloped highway and rail networks, many Russians over the last half century have depended on the use of domestic aviation. But in recent times, ticket prices in that sector have risen beyond the reach of many and cut them off from contacts in other parts of Russia.

            Indeed, Anton Sevsk writes in an Ekho Moskvy blog, domestic airline tickets today are "an inaccessible luxury for the majority of Russians.”  A single roundtrip ticket between Moscow and Sochi, for example, costs 26,690 rubles (700 US dollars), approximately 75 percent of a Russian’s average monthly income (echo.msk.ru/blog/anton_sevsk/1126770-echo/).

            It is thus all very well to talk about the development of resorts in the North Caucasus, "but if even getting to them” is impossible for most Russians, then "for whom are they being built?”

Window on Eurasia: ‘Melting of Permafrost is Converting Much of Russia into a Swamp’

                Staunton, August 7 – Two-thirds of the territory of the Russian Federation is covered by permafrost, and the melting of this ice is rapidly "converting a large part of Russia into a swamp,” according to studies by British and Russian scholars reported and discussed this week in Moscow’s "Novyye izvestiya.”

            Researchers at the University of Cambridge, Veronika Vorontsova and Mariya Vasilchenko note, predict that the permafrost will according to their models melt away sometime between 2020 and 2050, but "already now,” the permafrost has disappeared in many places in northern Russia (newizv.ru/society/2013-08-06/186801-ona-rastajala.html).

            With its loss, the ground under many buildings and other infrastructure has become gelatinous putting human construction above it at risk.  Many people can no longer live in houses because the foundations are collapsing, and the entire city of Dudinka in Krasnoyarsk Kray may "cease to exist” as a result.

Georgian Authorities Take Over Joint US-Georgian Biological Research Facility Under Russian Pressure

The Georgian Minister of Healthcare David Sergienko informed journalists about his final decision to establish full control over the Central Public Health Reference Laboratory named after United States Senator Richard Lugar. The laboratory, until recently, retained its independence and was considered to be a joint Georgian-American biological laboratory for the analysis of disease risks in humans and animals, epidemiological control and science research (http://interfax.az/view/580700).

The Richard Lugar Laboratory will now become an ordinary department within the Georgian healthcare ministry. Bearing in mind the US’s role—and in particular the role of the US military—in establishing the center, the decision to alter the status of the largest scientific facility on Georgian soil has critical political implications and is tied to the foreign policy orientation of the country.
