The Four Stages of Putinism


In 1970, Soviet dissident Andrei Amalrik observed in "Will the Soviet Union Survive Until 1984?" that "all totalitarian regimes grow old without realizing it." Amalrik was correct, and the regime established since 2000 by PresidentVladimir Putinis likely to fall apart — perhaps this year — for the same reason that the Soviet Union collapsed in 1991.

It should be remembered that the Soviet Union's collapse was not the result of PresidentMikhail Gorbachev's reformist "betrayal." Nor was it caused by falling oil prices or U.S. President Ronald Reagan's military buildup. Soviet communism was doomed long before then, when, as Amalrik predicted, the Communist myth finally died in the hearts and minds of ordinary people and officials alike.

In a mere 13 years, Putin's regime, with its grand ideological style, has passed through all of the stages of Soviet history, becoming a vulgar parody of each.

The first stage, that of creating the regime's legitimizing myth, generates a heroic demiurge, the father of the nation. Whereas the Bolsheviks had the 1917 revolution, the Putinists had the second Chechen war of 1999 and the bombings of apartment buildings in Buynaksk, Moscow and Volgodonsk that year. 12 Months Left to Cement Olympic Reputation


A year from yesterday, the Winter Olympics flame will be extinguished, drawing to an end two weeks of sporting festivities that will have put Sochi and Russia in the global spotlight like never before. International observers hopefully will have witnessed a spectacular sporting event, but they will also be eager to see what kind of statement the games have made about the new, modern Russia and its place in the world.

Hosting the Olympic Games is a showcase of national pride, culture and capability like no other. Previous Games have proved that the Olympics is one of the very few international events that can change the way its host country is viewed by the world — for better or for worse.

Vancouver's hosting of the last Winter Olympics is a good example. The success of the games, combined with smartly targeted promotional activity to capitalize on the event and its afterglow, helped propel Canada from 12th place in the Country Brand Index in 2006 to first in 2010.

As London prepared to host the 2012 Summer Games, British businesses and the British government were quick to recognize the scale of the opportunity.

            Staunton, March 4 – Ramazan Abdulatipov, the new head of Daghestan installed at the Kremlin’s insistence, said last week that the residents of his republic are suffering more because of the actions of law enforcement organs and bureaucrats than they are from the actions of militants and that religious teachings must shape the formation of the government.

            Such statements, as Abdulatpov himself noted, have applicability to more of the Russian Federation than just Daghestan, and consequently, they are an indication that he seeks to play a broader role in the country in much the same way that Tatarstan’s former president Mintimir Shaymiyev did earlier. They thus merit the closest attention.

            Staunton, March 4 – It is a commonplace to assume that the fate of Russia’s regions depends on what Moscow does, a dependency for which there is much historical evidence, but according to a Rosbalt commentator, the Russian Federation may be entering into a new period, one in which the country will depend on its regions rather than on what Moscow does alone.

            In a short article on Rosbalt.ru’s business page, Maria Kovatsenko makes what is certain to appear to most people as a counter-intuitive and fundamentally incorrect view. But even if she is wrong, her argument deserves attention for what it says about expert opinion in Moscow and about the nature of Russian politics in the future (rosbalt.ru/business/2013/03/01/1100787.html).

Window on Eurasia: Pomor Activist Fined After Most Serious Charges Dropped

            Staunton, March 4 – A district court in Arkhangelsk fined Pomor activist Ivan Moseyev 100,000 rubles (3,300 US dollars) for extremism because of an insult to the dignity of the Russian people he posted online, but only after that court had earlier dropped the more serious charge against him of espionage on behalf of Norway.

            On Friday, the October District Court of Arkhangelsk announced its verdict and imposed this fine on Ivan Moseyev, the director of the Pomor Institute for Indigenous and Numerically Small Peoples at the Arctic Federal University, according to a report in the "Ekho Russkogo Severa” newspaper (echosevera.ru/news/2013/03/01/5898.html).

            The court ruled that Moseyev, despite his denials, had on April 1, 2012, had used his personal computer to post online comments signed with the pseudonym "Pomor” comments that were insulting to the dignity of members of the Russian ethnic group and ones that he knew would thus be seen by a ...
