In September 2012, Russia carried out sea trials of the retired Soviet-era heavy carrier "Sergei Gorshkov,” which it is retrofitting and selling to India. The results of the sea trial of the carrier, which the Indians will rechristen the Vikramaditya, ended in embarrassing failure and severe damage to the vessel’s boiler (see EDM November, 30).

A month ago on November 6, President Vladimir Putin sacked Defense Minister Anatoly Serdyukov, replacing him with Sergei Shoigu, a former long-time emergency situations minister (MChS), who was only last May appointed governor of the Moscow region. Russia’s top general—the first deputy defense minister and chief of the general staff, Army General Nikolai Makarov—who was driving Serdyukov’s drastic reorganization of the military, was replaced by General Valery Gerasimov. The defense ministry is being cleansed of Serdyukov’s top appointees, with Shoigu bringing in some of his old-time colleagues from the MChS, which in Russia is a militarized institution. Meanwhile, investigators and the state-controlled press are continuing to supply the public with additional sleazy details of top-level misappropriation in the defense ministry under Serdyukov’s watch (see EDM, November 29).

One of Russia's top foreign policy officials responded furiously and promised that Russia would indeed answer with its own list of Americans to be banned from entry to Russia.

"The reciprocal list will be fairly significant, if we name those behind Guantanamo, Abu-Ghraib, and the CIA secret jails, Mikhail Margelov, the chairman of the Foreign Affairs Committee of Russia's Federation Council.

"The list will include those who have violated human rights [in the Middle East], and that would be according to global opinion, and not just the opinion of this Mr Browder, who some experts feel is simply using the Magnitsky List as a diversion."
