Last week President Dmitry Medvedev delivered his second Annual Address to Russia’s parliament, the Federal Assembly. An important section of the address was devoted to the  North Caucasus. The President clearly stated the key social and economic problems of the region.

It appears that the new "czar” for the North Caucasus will be primarily a governor-general. The question of who will take up the new post is less important than the fact that it has been created at all.

In any confrontation, especially a military one, one side always tries to impose its strategy and tactics on the other, and if unsuccessful the defeated party is compelled to limit itself to retaliatory actions, to react to the moves of the adversary, unable to carry out its own plan. Vienna, November 18 – Even though the Arctic Sea floor contains up to 30 percent of the world’s remaining natural gas reserves and has been identified by President Dmitry Medvedev as “Russia’s resource base for the 21st century,” a climatic quirk may limit Moscow’s ability to develop these and other natural resources anytime soon.
That quirk, which was discussed in detail at a Moscow conference last week, involves the following counter-intuitive development: As global warming has reduced the Arctic ice cap, that has contributed to an increase in the number of icebergs, thus creating a new challenge for drilling platforms and shipping there (www.vremya.ru/2009/210/4/241768.html).

NATO accused Russia in violation of the Vienna obligations

NATO is concerned over the recent Russian-Belarusian large-scale military drills "Zapad (West) 2009", said on Wednesday NATO spokesman James Appathurai.

 

As he said, the NATO Council at the ambassadorial level of 28 member countries of the Alliance at a meeting in Brussels on Thursday, in particular, has expressed a concern about the extent of the exercises, which "were the largest since the end of the "Cold War", as well as the fact that Russia did not invite observers to the maneuvers which is being seen by NATO as a violation of the Vienna obligations".

 

Vienna Document ("On measures to reduce the military danger and confidence building in Europe"), to which Appathurai referred, in 1999, signed by 55 state-participants of OSCE. This document provides for exchange of information on conducting large-scale military exercises.

EU seeks Russian energy boost

Europe's need for stable deliveries of Russian gas will loom large at an EU-Russia summit in the Swedish capital Stockholm on Wednesday.

The August 2008 Russia-Georgia war and the disruption of Russian gas exports last winter led to frosty relations with the EU, and a new partnership deal is still being negotiated.

Russia's President Dmitry Medvedev will participate in the meeting, which is expected to include discussion of trade, climate change and human rights.

ENERGY

The EU has pushed for a mechanism to prevent any repeat of the January 2009 Russian gas shutdown, which left millions of people in Eastern Europe shivering in unheated homes and forced dozens of factories to suspend operations.

On Monday the EU and Russia agreed to set up an early warning system to ensure that EU importers of Russian gas would not be plunged into another crisis.
