How congenial! – this is what the bastard son of a Turkish subject, the infamous Ostap Bender, would have said had he heard the recent news reports by Radio Liberty and looked through a number of Chechen websites.

Yulia Latynina was a genius herself when she called Chechnya ‘Putin’s most successful project’. Subh’analla! How right she was!

Everyone, even the goats, knew about the planned raid on Dagestan in the summer of 1999. I even remember that the date had been moved two weeks and there was a heated discussion in the Central market of the reason for the change, with people trying to guess when they would start bombing Grozny.

The only ones silent were the government and the parliament of Ichkeriya. They never made the required statements and delivered their people to the next war.

Paris/Agency Caucasus - Mairbek Vatchagaev, a PhD candidate in Social Sciences at the University of Paris, views the declaration of North Caucasus Emirate, which was published with reference to Dokku Umarov, the resistance leader, as an attempt to test the waters. Vatchagayev has conducted several studies on North Caucasian religious communities. He was interviewed by Medvudi Baychora as someone who is reporting for Agency Caucasus.  

According to Vatchagaev, Umarov regards himself as someone who is following the path of Kunta Hadji while he is surrounded by radical Islamists who are trying hard to transform the Chechen resistance from a 'national' movement into a 'religious' one.  


What would your comments be on Umarov's statement? Is this solely a change in the tactics? Or is it a sign of complete transformation on the part of Chechen Resistance?


I don't believe that Umarov will entirely hold on to his statement ...

Exiled parliamentarians say they are stripping militant leader of his powers after he proclaimed himself emir.

A split has opened up in the scattered Chechen separatist leadership after rebel leader Dokka Umarov declared himself “Emir of the Caucasian front”, provoking a furious response from exiled Chechen politicians who say such Islamist rhetoric undermines their cause.

On November 6, members of the “parliament of Ichkeria” – the name separatists give the unrecognised Chechen republic which functioned between 1996 and 1999 before the second Russian military intervention — issued a decree saying that Umarov had exceeded his powers and was being stripped of his office, and that all authority now devolved to the parliament until new elections are held.

November 15, 2007 (RFE/RL) -- Russian voters are approaching upcoming parliamentary elections with a mixture of cynicism and hope.



According to an RFE/RL poll, nearly two-thirds of voting-age Russians do not believe that December's elections to the State Duma will be conducted honestly. Even more striking is the fact that fewer than one in five believe that the results of the vote will reflect the true will of the electorate.
 
So what will determine the results of an election that such an overwhelming majority believes will be fixed? Nearly half of the respondents said either President Vladimir Putin or his Kremlin administration will be the main factor in determining which parties win Duma seats on December 2.
