Duma Deputies Withdraw Support For Embattled Balkar Colleague

In late December, 47 Russian State Duma deputies added their signatures to an appeal by their fellow deputy, Academician Mikhail Zalikhanov, to the Constitutional Court and the Prosecutor-General's Office arguing that recent legislation on land enacted by the Kabardino-Balkaria Republic parliament is unconstitutional and violates the rights of the Balkar people.

Thirty-three of the signatories have since withdrawn their support, and 11 public organizations in the Kabardino-Balkaria Republic (KBR) on January 14 addressed their own appeal to Duma Speaker Boris Gryzlov to strip Zalikhanov, who is himself a Balkar, of his deputy's mandate for activities allegedly aimed at "undermining peace and harmony" in the KBR.

They also asked Gryzlov to demand Zalikhanov's expulsion from the pro-Kremlin Unified Russia party for "promoting interethnic hatred," and to launch a probe into the circumstances ...

Russian Military Reform Delayed by Financial Crisis

Russia’s agenda for military reform, announced by Defense Minister Anatoliy Serdyukov in October 2008, is facing revisions and delays due to the global financial crisis. This has also affected the arms industry, as there are fewer customers for the purchase of military hardware, and has consequently damaged Russia’s defense industry, which relies heavily on the international export market. Boris Obnosov, the general manager of the Tactical Missile Arms Corporation, for example, recently expressed his confidence that the defense industry would pull through the crisis but admitted that this would depend on state assistance in the form of inexpensive loans, tax breaks, and additional state orders. Without this, many Russian defense companies would go under.

I knew Stanislav Markelov since 1994. At that time he was still a law student, but despite his youth a well-formed personality with definite left-wing views. Even then he was a socialist and an internationalist, and so he remained right to the end. At my request he offered legal aid to a small independent trade union called “Workers Resistance” with which I myself was then involved. This was one of his first human rights cases.

Later fate threw us far apart over the expanses of our enormous country. I had only occasional contact with him, but from time to time I heard or read of his work for human rights. As an attorney he was always coming to the defense of ordinary people against bureaucrats, businessmen, the military, and the police. He defended the oppressed against the oppressors. He always acted within the framework of the law established by ...

Russian Soldier Tortured In Hazing Incident Hospitalized


CHELYABINSK, Russia -- Andrei Sychev, the army conscript who was left severely maimed after being beaten and tortured in a 2006 hazing incident, has been hospitalized again.

Sychev was hospitalized in late December with pain in his kidneys, which were seriously damaged during the beating three years ago.

He returned home after a few days but was taken to the hospital again on January 12, his sister told RFE/RL's Russian Service.

Sychev was 19 years old when he was bound and beaten for hours by soldiers at the Chelyabinsk Tank Academy.

He did not receive any medical care for three days and his legs and genitals had to be amputated after he was found.

Sychev's case sparked an outcry in Russian society after it was finally reported nationwide.
