The Russian foreign policy in mutual relations with the NATO, still, remains a zigzag one. After the period of rigid applications Moscow , as a rule, softens the tone and begins to search for means of preservation of the reputation.

Today Russians are in such a position that they do not dare to admit true intentions of the NATO, and it is more and more difficult every day to give themselves out for a friendly partner. Therefore at each opportunity Russians do not miss a chance to remind the management of the alliance of the main reference points of the newly made "commonwealth", which has already set the teeth on edge with offers about joint efforts in the struggle with the so-called "international terrorism".

Also the Russian party indefatigably nags about extradition of the Chechen diplomats. In turn the West demands arguments of more powerful, than proofless charges in their participation in "the international terrorism".

More and more often the latent contradictions between the partners, which sometimes are more, than a dramatized cooperation, become public. The last applications of the head of the Defense Ministry of the Russian Federation concerning the interaction in the struggle against the so-called "international terrorism" also testify to that in the cloudless sky of the Russian-NATO attitudes clouds of the public conflict are condensing.

Russians have repeatedly declared and continue to declare, that the management of the alliance, as a whole, is much more anxious with accommodation of the military bases and shock planes closer to the frontiers of Russia , than with the struggle against "terrorism".

At the same time, the Russian party continues to approve, that expansion of NATO to the East ostensibly has exclusively salutary consequences for Russia , though Moscow perfectly understands, that there is no reason to be especially pleased with the processes initiated by the promotion of the NATO to the East.

The situation evidently shows the presence of problems in the foreign policy of Moscow , which have a system character and are able to complicate seriously the life of Russia in the future. In fact, it is abundantly clear, that the "threat", artificially created by the Kremlin management, is replaced now with the real one.

As it is known, the accommodation of the American military bases on the territories of the CIS has been provoked by change of the political context after the attack at the USA on the 11 th of September, 2001 . Already on the 19 th of September, 2001 , the Minister of Foreign Affairs of the Russian Federation Igor Ivanov declared, that each of the states of the CIS would independently decide, whether to give its territory and air space for the attack at Afghanistan .

Kazakhstan , Tajikistan , Uzbekistan and Georgia soon expressed readiness "for the closest cooperation" with the United States . Escalating of the American presence on the post-Soviet space took place rapidly and in different directions.

By the end of 2001 the military air station in Marneuli (Georgia) had been modernized on money of the USA in conformity with standards of the NATO. With this object the direct opportunity for accommodation of military camps of the NATO in the Transcaucasia has become available. Kyrgyzstan has been included in this process also.

In the main air station Kyrgyzstan , at the airport "Manas" the military-air base of the USA (3200 pilots and mechanics, 40 fighters and transport planes) is already opened. The massed presence of the USA was designated in Uzbekistan , where a large American air base was established in Hanabad and Tuzel (about 6 thousand soldiers).

The question about acceptation of the West European states into the alliance is finally solved and above the headquarters of the NATO in Brussels there are flags of three Baltic states : Estonia , Latvia and Lithuania .

It is not excluded, that in the nearest future in the Red Square parades will be managed by American generals. In other words, there is a silent gain of Russia by the United States America, which owing to Putin's doctrine about the joint struggle with the so-called "international terrorism" becomes an ancestral land of Uncle Sam .
