Russia in the Claws of a “Big Dragon”

The idea of the “squadrons of death” is simple: “How to win the dragon? - It is necessary to create another dragon, which is bigger and more terrible than the first one”. However, the matter is that “the big dragon” gradually leaves from under the control of its creators and begins to destroy everything, what interferes with displays of the incorporated in it " dragon" instincts. The whole world practice unequivocally proves, that any group of professional murderers (and “squadrons of death” are, first of all, murderers), exempted from any necessity to observe laws, never voluntary comes back to what is possible to be named “a legal field”. And governments have to create “new dragons” to liquidate the “old” ones according to the checked up techniques.

The ‘squadrons of death” are invented not in France ; however, the experience of France is most indicative in the sense of creation of new dragons for struggle with the old ones. The special divisions of the “squadrons of death” with the right to kill and abduct for “special interrogations” (tortures) any Algerian, suspected in relation to the Resistance (“The National front of Algeria”) were organized for "more effective" struggle against the Algerian insurgents in 50th years of the last century in the French army. The activity of the French “squadrons of death” was not absolutely controlled: reports on the quantity of the destroyed and kidnapped “enemies of France ” were considered to be the only indicator of their activity, including also the members of the families of these "enemies".

It is possible to say, that the “squadrons of death” had just begun to operate as they liked, as in December, 1958, Charles de Gaulle was elected the president of France , and he decided to stop the military actions in Algeria and to give independence to this country. In turmoil they forgot about " the squadrons" , but they quickly reminded of themselves, having become the skeleton of the secret army terrorist organization OAS, which began a real hunting for de Gaulle and loyal to him generals and members of his government. The French president avoided the death for several times, however, many other politicians, military grades, liberal journalists and "too talkative" members of the parliament were less lucky – they and frequently members of their families were killed with the most different methods fulfilled in due time on Algerians .

It was necessary to create a new dragon for struggle against the old one, which was created in bowels of the French special services. The Frenchmen extremely avariciously and reluctantly write, what methods the French special services applied against the OAS, however, murder, abductions and tortures took one of the main places in the arsenal of these methods. Interested people can familiarize with these methods in Frederic Forsyth's fascinating novel “The Day of the Jackal”. We shall add, that Forsyth "is so documentary" in his descriptions, that from time to time there are hot discussions: whether to forbid his novels, in which there are detailed instructions for many kinds of " special activity" including instructions on manufacturing of special kinds of weapon and explosives from the "chemist's" assortment.

The experience of creation of “squadrons of death” in such a country as Columbia is also interesting. In this south American country for the whole second half of the XX century the guerrilla war, caused, mainly, with the "agrarian problem", does not stop, as almost all suitable for processing ground is in possession of rich men, while a lot of peasants (among whom there are a lot of Indians) are landless. Also manufacture of drugs prospers in Columbia . And the government of Columbia also has decided to create its “dragon” against these "dragons" – a big and terrible one – “the squadrons of death” (the AUC – “The Joint Forces of Protection of Columbia”). Land owners willingly financed these groups, for which it is allowed by the government to kill, to abduct and to torture everyone, whom “defenders of Columbia ” suspect in relation to guerrillas or drug-barons .

What is the result? It is informed, that only in 2000 “defenders of Columbia ” had killed more than 800 people, suspected of participation in the guerrilla activity or simply in sympathies to guerrillas, and 200 people had been kidnapped. After refined tortures the kidnapped were exterminated. Whether it as led to reduction of the activity of guerrillas? Just the opposite: owing to the terror of the AUC the scope of the guerrilla movement has found such scales, that mayors of cities in the Northwest of Columbia began negotiations with the leaders of the Army of National Liberation (ELN), the second guerrilla organization in the country. The essence of the negotiations is the following: mayors undertake to withdraw police structures out of the cities, and guerrillas undertake not to attack the cities cleared of policemen.

In respond to this initiative insurgents of the AUC kidnapped mayors of 6 cities and declared, that they would not allow anybody to negotiate with “gangsters and terrorists” in Columbia . The hint was directed to the Colombian government which, having realized the whole hopelessness of the military way of suppression of the guerrilla movement, decided to carry out reforms in the country, called, at least, partially to lower the “ground famine”. One more aspect of the activity of the “squadrons of death” is interesting. Having shot in 1993 from a sniper rifle one of the main Colombian drug-baron Pablo Escobar and having crushed the created by him “cocaine empire”, Colombian “squadrons of death” with the purpose of their own "financing" took under the control of drug traffic, ruthlessly eliminating competitors inside the country, and abroad. Firstly Washington was pleased with the "radical methods” of struggle of the members of the AUC against the drug mafia, have resolutely demanded from the Colombian government to take strict measures.

But “the big terrible dragon”, for a long time having left from under the control of the government, which had created it, began to dictate conditions to the latter: no negotiations with guerrillas and no land reforms, no intervention in drug-dealing. Nowadays the situation is such: since December, 2005 till December, 2006 President Alvaro Uribe Veles has declared amnesty to the “squadrons of death”, if they voluntary come to the specially founded “Tribunals of the Truth”. Even greatest murderers and drug-dealers are promised the conditional prison term of not more than 10 years. As there is not an “inflow” of “defenders of Columbia ”, wishing to receive amnesty, president Veles has offered another variant: “the special zone” of 368 square kilometers near Cordoba , where leaders of the “squadrons”, each of whom is authorized to have 400 bodyguards, can live without any threat of an arrest and a court. “Defenders of Columbia ” consider this offer so far.

Certainly, Russia , where traditions of terror of authority against internal and external enemies arose simultaneously with the state, could not manage without appliance of the “squadrons of death” for attempts of suppression of the Chechen Resistance. For the first time the representatives of the Russian legal organization “Memorial” declared about the presence of the special formations, Russian “squadrons of death”, in the Chechen Republic on the 19 th of December. They adduced concrete, documentary fixed cases of murders, abductions and tortures, accomplished by Russian “squadrons of death” in relation to inhabitants of two regions of the Chechen Republic – the Urus-Martan and the Achhoi-Martan regions . The main headquarters coordinating the actions of the Russian “squadrons of death” in the Chechen Republic is situated in Hankala. The groupings of these terrorist formations consist of specially chosen employees of the GRU, the FSB and the Ministry of Internal Affairs.

The structure and the method of actions of these formations have been revealed. As a rule, each of them consists of several tens of terrorists. In each group there are informers from among local residents (as a rule, temporary ones). The Chechen inhabitants, who have experienced terrorist attacks of these groupings, testify to that the people, ordering to other chastisers whom to detain or to kill, spoke with a characteristic Chechen accent. All participants of these groupings have masks and move by automobiles or armored cars with absent or covered license numbers. People either are killed on the place or taken away. There has been no case that members of the families of the killed and kidnapped people were not exposed to severe beatings and robberies. The slightest resistance is suppressed by fire. Corpses of the kidnapped sometimes are found near the native settlements with deliberately kept traces of the most severe tortures, or disappear completely - there is no certain law here. Every year the practice of giving out of the corpses to the relatives for a monetary repayment is widely distributed. And, "intermediary" in this trade is carried out by Chechens, the employees of the occupational regime.

The evidence about the presence of such groupings (now they are practically in all republics of the Northern Caucasus , especial in Ingushetia and Dagestan ) come not only from legal experts, but also from the puppet authorities. For the last time it was in the form of promises to stop their activity. The beginning to these promises was put by Putin, in his “application to the Chechen people” on the eve of the “referendum according to the new constitution of republic”, dramatized by invaders on the 23 rd of March, 2003. The Russian president then unambiguously declared an ultimatum to Chechens: either they would vote “as it is necessary”, or even further they would be expected with terror of the “squadrons of death”. Literally it sounded as following: “The Constitution will enable people of the Chechen Republic to adjust their life independently... And we should achieve that citizens of Russia - inhabitants of the Chechen Republic - ceased to live in fear. So that they would stop to be afraid of night knock at the door and to be hidden from the so-called “cleanings” . People of the Chechen Republic should have a worthy human life”.

As the armed resistance of the Chechen people to invaders does not depend on shaman rituals of the "elections" and "referenda", it was decided not only not to reduce the intensity of the terror against the peace population, but also to give to it the visibility of struggle of "good" Chechens (Kadyrov's, Yamadaev's people and so on ) against "bad" Chechens (groups of the armed resistance, their families and relatives). All this has received the name of " Chechenization" of the conflict. One of the Russian publicists writes, "The “idea" of Chechenization” looked rather seductively. First, dirty war is waged with "another's" hands and lives, the Russian population is not irritated with coming coffins, and mothers do not worry for their sons, able to become “gun meat”. Second, among the “hostile ethnos” the devoted supporters, tied with blood, who have no place to recede, are lured. Thirdly, they know the local conditions, psychology and mentality better, and are not perceived as invaders”.

There is a question: whether this plan has been realized? The same publicist answers, “No”. He writes, “However, finally it was necessary to do the dirty work with hands of the professionals of the Center, and they, instead of " Kadyrov's people" have been nicknamed “squadrons of death”. Here the author obviously overestimates “the national factor”: Chechens perceive not only Russians as invaders, but also all these Kadyrovs-Yamadaevs, because these murderers, as well as murderers of the Russian nationality, have the same Russian uniform , badges with the Russian arms and stripes of the Russian special services: the GRU , the FSB and the Ministry of Internal Affairs. persistent, but more often completely groundless legends about the "Dagestan", "Russian" or "Jewish" origin of Kadyrov's and other family clans of the traitors, widespread in the Chechen Republic, testify to that how Chechens consider these murderers to be “theirs” in ethnic sense.

It is an interesting moment: perhaps, there is not any western printed or electronic edition, which has not written about Russian “squadrons of death”, terrorizing the peace population. However, no one international organization (exception for legal ones ) and no one leader of the western countries has not condemned publicly this practice of terror, though Russian heads and their Chechen puppets openly recognize it. Including Putin, Kadyrov-junior and Alhanov (the latter two periodically give empty promises to finish with the practice of strikes of the “people in masks” on the Chechen inhabitants, and it means that they recognize this practice). Why, for example, the USA , which has declared war to terrorism worldwide, does not condemn the terrorism of the Russian “squadrons of death”?

Actually, the government of the USA , despite of the democratic rhetoric, do not consider the “squadrons of death” to be something inadmissible. So, on the 1 st of July, 2005 , in the American military press there was information, that the head of the Pentagon Donald Rumsfield is going to create “the specialized national groups” in Iraq for struggle against forces of the resistance from among the local population. It is supposed, that “small formations of the trained fighters” will carry out operations “on tracing and capture of the most active insurgents”. The opportunity of carrying out of actions on physical liquidation of the "leaders of the insurgents” "is not also excluded". Rumsfield's plan appears in the military department under the code name “ Salvador variant”.

The American military experts, for whom details of the offers are known, believe, that members of the fighting groups” will be collected from the militarized formations of Kurds " pesherga" and militarized "militia" of Shiites.

In the American society the initiative of Rumsfield has met sharp condemnation.

The American press has already named the future “fighting groups” of Rumsfield in Iraq “squadrons of death”. Publicists emphasize, that “the experience of such countries as Columbia, Sudan and Salvador, testifies to that squadrons of death and other half-military formations initially created “for struggle against rebels”, after a while leave from under the control, begin to live their own life and to solve problems, frequently opposite in the name of what they were established. As a rule, such a period comes, when it is practically impossible to prevent members of these terrorist cells to kill everybody at their own discretion and to arrange punishments because of personal or political revenge, not taking into account any laws”.

As we see, also the western democratic governments do not manage to overcome the temptation to fight with a "dragon" by creation of a "larger and more terrible dragon” though, as against the Latin American regimes, they seldom suppose its appearance in their own countries, using it mainly as “an export product”. There is a question: what will be the destiny of "the big dragon” of terror, which has been released by Putin and his security officers' grouping in the Chechen Republic? The same, as everywhere: “the big terrible dragon” will begin to disobey and begin to carry out its own terrorist policy, not observing any laws. It already carries out this “independent policy”, abducting not only Chechens, but also foreigners, forcing down Putin's generals right near Hankala - inspectors and actually having monopolized the illegal sale of the Chechen oil.

Moreover: if in other countries the "official" army and special services even formally separate from the “squadrons of death”, in Russia everything is on the contrary: promptly terrorized power structures turn into “squadrons of death”, losing even formal attributes of controllability. Otherwise it could not be. In Russia "power structures", according to the recognition of the leaders of Bolsheviks, were created specially for terror ("red" or "class" one). These structures are generated so, that to correspond most effectively to the only function - to terrorize the population. They do not know and can not do anything else: to consider, that the Russian army or special services "are compatible" with a democratic society is the same as to speak about "democratization" of the armies of the SS or Gestapo.

Any system is inseparable from the function: it is impossible to change the function, not having altered the system. But it is almost impossible even at the most significant efforts to alter the developed system, as any system aspires to self-preservation and reproduction: it is the main principle of the theory of systems. Especially it is impossible, when instead of efforts on alteration of the system we see encouragement of its immanent functions. Putin, having released the instincts of terror, initially inherent to Russian "employees of the law enforcement bodies" , has a simple choice: either he becomes the leader of the state, but then it is necessary for him to bridle and discipline the mafia of " employees of the law enforcement bodies" ; or he becomes the leader of this criminal-terrorist mafia, but then Russia turns into a completely criminal -terrorist formation, equipped with the nuclear weapon. Whether it is necessary to mention, what variant is chosen by Putin? And what model of Russia is rehearsed in the Chechen Republic .
