Georgian policy on Abkhazia: strategy or tactic? Two concepts have come to dominate Georgian political discourse on the so-called ‘conflict regions’ since August 2008: ‘the occupied territories’ and the proclaimed new approach to resolving these conflicts, under the so-called ‘strategy on the occupied territories’. Window on Eurasia: Abkhaz Leader’s Visit to Turkey Poses Challenges for Ankara and Moscow, Markedonov SaysPaul Goble
Staunton, April 12 – The just-completed visit to Turkey by Abkhaz President Sergey Bagapsh represents both a problem and an opportunity for Ankara and Moscow, involving as it does many issues far beyond the question of broader international recognition for that breakaway republic, according to a leading Russian expert on the region.
In an essay carried by the "Novaya politika” portal yesterday, Sergey Markedonov argues that Bagapsh’s April 7-10 visit to Turkey must be put in this broader context rather than seen as only an effort to achieve a diplomatic breakthrough for a country that is only "partially recognized” (novopol.ru/-turetskiy-voyaj-sergeya-bagapsha-text99510.html).

Leader of the People's Party of Abkhazia released from custody
People's Party leader of Abkhazia Yakub Lakoba, who was arrested Jan. 21 and placed in the jail of the Ministry of Internal Affairs of Abkhazia, was released from custody.
"Detention for 48 hours was groundless, to which the Attorney General responded correctly," - told the lawyer Omar Berulava to Interfax.
As previously reported, in respect of H. Lakoba who was prosecuted under Article 124 part 3 of the Criminal Code ("Libel, coupled with the accusation of committing a serious crime").
The reason for the initiation of the case was an article of Lakoba Yakub "phenomenon and the syndrome of Stepashin: a political schemer and a blackmailer," posted on the website of the Party of Economic Development of Abkhazia. (Http://era-abkhazia.org/news/index.php?ELEMENT_ID=3101) .

Abkhaz Opposition Politician Arrested for 'Libel' 22 января
Leader of the Abkhaz opposition People's Party, Iakub Lakoba, was arrested on Friday evening in Sokhumi after the prosecutor's office charged him of slandering head of Russia’s state audit chamber Sergei Stepashin, Abkhaz and Russian reports say.
In an article published on his party's website on January 15, Lakoba blasted Stepashin for, as he suggested, trying to paper over financial violations in Abkhazia. which were revealed as a result of the audit of aid funds allocated by Moscow to Abkhazia in 2009-2010.
Speaking at a news conference in Sokhumi on January 12, Stepashin said that financial violations were mainly a result of mismanagement, lack of financial discipline and poor budgetary procedures.

De facto Abkhazian leader "does not trust” Saakashvili’s peace pledge

Sukhumi will not trust President Saakashvili’s peace declarations until Abkhazia receives "clearly confirmed” readiness from the Georgian side to sign a document on non-resumption of military actions, the de facto Abkhazian leader Sergey Baghapsh said on December 14 at the meeting with EU’s Special Representative for the South Caucasus, Peter Semneby in Sukhumi. Apsnypress news agency reported that ahead of the upcoming Geneva talks the de facto president has already sent a special letter expressing Sukhumi’s position on this issue to UN Secretary General Ban Ki Moon.
