SUKHUMI (Georgia), Aug 13 (Reuters) - Russian Prime Minister Vladimir Putin pledged half a billion dollars to defend the breakaway region of Abkhazia on Wednesday during a surprise visit which Georgia said escalated tensions in the Caucasus.

Putin's tour of the enclave underscores Moscow's increased foothold in the rebel regions since Russian troops repelled a Georgian attempt to retake South Ossetia in a five-day war which ended on Aug. 12, 2008.

Sergei Bagapsh: I want to express my thanks to Russian Prime Minister Vladimir Putin and other members of the Russian Government for their visit to Abkhazia.

We have discussed a wide range of essential partnership issues at today's restricted and extended attendance meetings.

Mr Putin's visit attests to the dynamic development of mutually beneficial Russian-Abkhaz relations. As you already know, we have signed another pivotal bilateral agreement today. It envisages aid to Abkhazia to promote its social and economic progress.

The President of Abkhazia Sergey Bagapsh does not exclude a repeat of the last August events on the Caucasus.

"I think a repeat of the situation is possible. The events that happen today on the border with Georgia and South Ossetia testify to it", he said today in an interview to the “Vesti” information TV channel. According to him, "while the aggressive regime is in power, it’s difficult to speak about security, that’s why we do our best for the troops and those who work for the defense to be ready for battle".

As to the negotiations, according to Bagapsh, Abkhazia and South Ossetia carry them on only thanks to the Medvedev – Sarkozy plan. "This plan is difficult to be overestimated. Fragile peace is still preserved thanks to the signed Medvedev–Sarkozy plan", he stressed.

On August 5, 2009 the Minister for Foreign Affairs Sergey Shamba received the head of the United Nations Office for Human Rights in Abkhazia Mr. Richard Komenda. According to Mr. Komenda, it’s his farewell visit to the Ministry for Foreign Affairs of the Republic of Abkhazia as the head of the UN Office for Human Rights in Abkhazia as this Office wraps up its activity in the republic.

According to the spokesman for the foreign policy department, at the meeting Mr. Komenda thanked the Ministry for Foreign Affairs for support and close cooperation for the Office during its operation in Abkhazia. In turn Sergey Shamba also thanked the United Nations Office for Human Rights for the important work in the difficult postwar years of the Republic’s development.
