The purpose of this policy statement is to provide a concise analysis of the Abkhaz Diaspora’s inalienable right to return to its ethnic homeland as citizens of Abkhazia whenever they want to do so and to provide a legal mechanism for amending the Abkhaz Constitution to facilitate the reintegration of our people.

The historical tragic record of the Abkhaz Diaspora is well known and I do not need to go through it in this statement.

Georgian President Mikheil Saakashvili’s administration continues to probe for ways to restore its authority in Abkhazia. A top Georgian government official involved in the peace process says that Tbilisi is pursuing a policy of "pro-active engagement," aiming to create "new opportunities" for a negotiated solution.

The Saakashvili administration, which has made the restoration of the county’s territorial integrity a top policy priority, has said it will not resort to force as it strives to reestablish Tbilisi’s authority in Abkhazia. A United Nations-sponsored meeting in Geneva in early April brought together Georgian and Abkhaz representatives in an effort to reinforce the need for a negotiated settlement on the breakaway region’s political status. THE REPUBLIC OF ABKHAZIA

The Republic of Abkhazia covers 3,300 square miles between the eastern shores of the Black Sea and the crestline of the main Caucasus range; from the rivers Psou (in the North) and Ingur (In the south). To the north, Abkhazia is bordered by Russia and to the south by the Georgian provinces of Svanetia and Mingrelia. Around 74% of the territory is mountains or mountain approaches. The coastal valleys are humid and subtropical. At higher altitudes the weather ranges from moderately cold to such freezing temperatures that the snow never melts. The relatively small distance between seashore and mountains lends Abkhazia a strikingly contrasting landscape.

The most ancient folk tales are about the Atzan midgets and the giant Narts. The Atzans were so small that they could walk on the stems of leaves, but they also displayed great physical power and courage. The downfall of the Atzans came when they rejected the existence of any authority, even God.
