The president of Abkhazia Sergey Bagapsh declared that the negotiations with Georgia about settlement of the conflict could be renewed - both in the 4-literal format, and at the higher level - only after execution by Tbilisi of the resolution of the UN Security Council (providing demilitarization of the top part of Kodori gorge) in the full way.

10/4/2007 MFA of Russia: States treat Abkhazia unequally with Georgia
The US Department of State has in fact hampered the unofficial meeting of the Abkhazian representative with the members of the UN Security Council (UNSC) on the eve of negotiations aimed to coordinate the text of a new resolution on Georgian-Abkhazian settlement. Washington admits, in principle, this sort of meeting, but only after the UNSC's decision on this resolution will have been passed. Moscow is bewildered by this position of American diplomacy. Such was the comment of the Department for Information and Press (DIP) of the Russia's Ministry of Foreign Affairs (MFA) on the US' refusal to grant an entry visa to Sergey Shamba, Minister of Foreign Affairs of Abkhazia.

(RFE/RL) April 13, 2007 (RFE/RL) -- Georgian Prime Minister Zurab Noghaideli presented to an April 10 session of the UN Security Council a new Georgian proposal for resolving the Abkhaz conflict, which is likely to prove even less palatable to the Abkhaz than previous proposals.
Not only does it not promise the autonomous status envisaged in earlier peace plans, and which the Abkhaz leadership has consistently rejected, but it borrows from the Karabakh peace plan currently under discussion the provision for holding a referendum on Abkhazia's status after the repatriation of the Georgian displaced persons who constituted the largest ethnic group in Abkhazia prior to the 1992-93 war.
