Georgia: Abkhazia Certain To Reject New 'Peace Plan'

April 13, 2007 (RFE/RL) -- Georgian Prime Minister Zurab Noghaideli presented to an April 10 session of the UN Security Council a new Georgian proposal for resolving the Abkhaz conflict, which is likely to prove even less palatable to the Abkhaz than previous proposals.
Not only does it not promise the autonomous status envisaged in earlier peace plans, and which the Abkhaz leadership has consistently rejected, but it borrows from the Karabakh peace plan currently under discussion the provision for holding a referendum on Abkhazia's status after the repatriation of the Georgian displaced persons who constituted the largest ethnic group in Abkhazia prior to the 1992-93 war.

In the course of the meeting of the Ministers of Foreign Affairs of Abkhazia, Transdniestria and South Ossetia, held today in Sukhumi, no documents have been signed.

According to S. Shamba, head of the Ministry of Foreign Affairs (MFA) of Abkhazia, the meeting has considered "a broad scope of issues, and in most details - the one related to consultations on Georgian-Abkhazian settlement, which are held these days by the UN Security Council."

Premier of Georgia reports his plan of settling Abkhazian conflict to the UN

On April 10, Georgia's Premier Zurab Nogaideli took part in the closed session of the UN Security Council on discussing the situation around Georgian-Abkhazian settlement. Mr. Nogaideli acquainted the members of the Council with the main points of Georgian settlement plan, the "Caucasian Knot" correspondent reports.

Premier Nogaideli stated that the main idea of the Georgian settlement plan is based on three conditions: peaceful settlement with return of refugees to the whole territory of Abkhazia, recognition of territorial integrity of Georgia as the basic settlement principle, and deciding on Abkhazia's future only through voting after return of all the refugees to their homeland.

UN mission plundered in Abkhazia

Today morning, an attack was made on the UN mission in the Galskiy District of Abkhazia. Mr. Tornike Kilanava, a representative of local authorities, has reported that the culprits attacked the house of local resident Indiko Kobaliya, where the mission is located. In Kilanava's words, the robbers stole money and jewellery of the mission's employees.

The owner of the house was beaten for the resistance he tried to render. His bride working as interpreter for the mission was also beaten, the "Gazeta.Ru" reports.

It is remarkable that on April 6, the USA have refused to grant visas to the delegation from Abkhazia, which had wanted to take part in the UN Security Council session, which will consider the settlement issues of the ...
