Concerns that a new law to promote the Abkhaz language may be counterproductive.

A new law designed to enhance the status of the Abkhaz language is taking effect amid worries that it will drive people away from the republic and hurt the independent press.  On November 27, de facto president Sergei Bagapsh signed the law "on the state language of the Republic of Abkhazia" which enshrines Abkhaz as the language of official communication.  The bill was discussed in parliament for seven years, outlasting two elections, before finally being adopted on November 14. it assigns Abkhaz the status of a state language alongside Russian, with a tight time-frame set for it to be made the language of all public business.  >From ...

Nezavisimaya Gazeta on December 19 quoted Said-Magomed Kakiev, the former commander of the Zapad special-purpose battalion who is currently Chechnya's deputy military commissar, as confirming that servicemen from the Zapad Battalion and the Vostok Battalion—the other Chechen-manned special-purpose unit of the Russian Defense Ministry's 42nd Motorized Infantry Division—have been sent to South Ossetia and Abkhazia. The newspaper noted that reports of Chechen spetsnaz being among the Russian "peacekeeping" troops in South Ossetia and Abkhazia began to appear after the International Olympic Committee named Sochi as the site for the 2014 Winter Olympics, but that the Russian military had consistently denied the reports. Agency Caucasus: Abkhazia To Be Put Under CRRR Research

Abkhazia to be put under CRRR research
Sukhum/Agency Caucasus - The Caucasus Research Resource Centers, or CRRC, will conduct a social research in Abkhazia.
 
Jesse Driscoll, a CRRR representative, talked in Sukhum, capital of Abkhazia, on Tuesday to Foreign Minister of Sergei Shamba of Abkhazia. The meeting was about a proposal to carry out a social research in the country. "The research findings will supply objective information about the general standards of living and the socio-economic level of conditions. And the findings will be available to both governmental and non-governmental institutions," Driscoll said.
 
The CRRP is working together with the Carnegie Corporation, based in New York, the USA, and the Eurasian Foundation. It has its branches in Tbilisi (Georgia), Yerevan (Armenia) and Baku (Azerbaijan) as well.  KU/ÖZ/

Refugees Dreaming of Home in Hotel Charm

The Hotel Charm isn't really a hotel any more, and it's definitely not charming. The hallways are scruffy, the stairwells are filthy, broken light fittings cast a pall of gloom across the corridors, and in winter it's cold and damp. But for more than a decade, this dingy concrete block in Tbilisi has been home to around 25 families.

That's because they haven't got anywhere else to go. Their original homes are destroyed, abandoned or occupied by other people now.
